Հայաստանի Հանրապետության Նախագահ Սերժ Սարգսյանը դրական չի համարում զենքի և զինամթերքի ապօրինի շրջանառության դեմ պայքարի արդյունքները: ՀՀ ոստիկանության կոլեգիայի ընդլայնված նիստի ընթացքում ունեցած ելույթում ՀՀ Նախագահն ընդգծել է, որ իրավախախտումների կանխարգելման կարևորագույն գործոններից մեկը զենքի և զինամթերքի ապօրինի շրջանառության դեմ պայքարն է: «Այս աշխատանքի արդյունքներն այս պահին փաստացի հեռու են դրական գնահատվելուց: Այո՛, հաշվետու ժամանակահատվածում համապատասխան դեպքերի հայտնաբերման աճ է գրանցվել: Սակայն շարքային քաղաքացու համար միշտ չէ, որ տեսանելի են այս ոլորտում ձեր կատարած աշխատանքի արդյունքները: Ես սա ասում եմ գիտակցելով հանդերձ, որ մեր անկախության առաջին տարիներին զենքի և զինամթերքի անվերահսկելի մեծ շրջանառություն է եղել. ես նկատի ունեմ՝ սովետական բանակից Հայաստանի Հանրապետության փոխանցման ժամանակահատվածը, նաև նկատի ունեմ Լեռնային Ղարաբաղի պաշտպանության համար մղվող մարտերում ձեռք բերված ավարն ու ինչ-որ չափով նաև եղած զենքի անվերահսկելի շրջանառությունը: Սա բոլորիս համար հասկանալի է, բայց արդեն անցել է 23-24 տարի, և մենք պարտավոր ենք այս հետևանքները վերացնել»,- «Արմենպրես»-ի փոխանցմամբ՝ ասել է Սերժ Սարգսյանը:
Նա հավելել է, որ իրականում տարօրինակ է. եթե կա պայքար, իսկ դրա արդյունքները դրական են, ապա ինչպես է պատահում, որ օրը ցերեկով, շատերի աչքի առջև հրազենի գործադրմամբ կատարվում են ծանր հանցագործություններ: Նախագահի գնահատմամբ՝ այս երևույթը մտահոգիչ է նաև այն առումով, որ նման դեպքերը չեն պակասում, այլ ավելանալով՝ ստանում են առավել հանդուգն դրսևորումներ:
Սերժ Սարգսյանը շեշտել է, որ՝ ապօրինի պահվող հրազենը և զինամթերքը պետք է արագ հայտնաբերվեն և առգրավվեն: «Սա ընդունեք որպես առաջիկա ամիսներին ձեր գլխավոր խնդիրներից մեկը և իմ հանձնարարությունը: Բայց ասածս բնավ չի նշանակում, որ պետք է համատարած շուրջկալներ և խուզարկություններ կազմակերպել, խանգարել քաղաքացիների հանգիստը, խախտել նրանց իրավունքները: Այսպիսի դեպքերի համար խստորեն պատժամիջոցներ են կիրառվելու: Խոսքն օպերատիվ աշխատանքի ակտիվացման մասին է, և ընդհանրապես կարծում եմ, որ համակարգում յուրաքանչյուր անարդյունք խուզարկություն պետք է քննության առարկա դառնա և միջոցներ ձեռնարկվեն»,- ասել է Սերժ Սարգսյանը:
