Բաքու-Ախալքալաքի-Կարս երկաթգծից օգտվելու վերաբերյալ Հայաստանը Վրաստանի հետ բանակցություններ չի վարել

Հոկտեմբերի 30-ին Բաքվում տեղի կունենա Բաքու-Ախալքալաքի-Կարս երկաթգծի բացման արարողությունը, իսկ Հայաստանը երկաթգծից օգտվելու վերաբերյալ Վրաստանի հետ բանակցություններ չի վարել:
Արդյոք Հայաստանն օգտվելու է երկաթգծից, այդ ուղղությամբ վարվ՞ել են բանակցություններ, թե՞ ոչ, օգտվելու համար անհրաժե՞շտ է, թե՞ ոչ կողմերից նաև Թուրքիայի ու Ադրբեջանի համաձայնությունը. Tert.am-ն այս հարցերի մասին պարզաբանում էր խնդրել ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությունից:
ՏԿՏՏ նախարարությունից Tert.am-ի գրավոր հարցմանն ի պատասխան հայտնել են.«Բաքու–Ախալքալաք-Կարս երկաթգծից օգտվելու վերաբերյալ ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարությունը բանակցություններ չի վարել»:
Հարցերին, թե հաշվի առնելով, որ նշված երեք երկրներից Հայաստանը դիվանագիտական հարաբերություններ ունի միայն Վրաստանի հետ, արդյոք մյուս երկու պետությունները կարող են խոչընդոտ հանդիսանալ երկաթգծից օգտվելու համար, եթե Հայաստանն օգտվելու է երկաթգծից ապա ի՞նչ ձևաչափով, արդյոք կա՞ մշակված ծրագիր, Հայաստանը Վրաստանի միջոցով ունի՞ կողմերի՝ Թուրքիայի և Ադրբեջանի համաձայնությունը երկաթգծից օգտվելու համար և արդյոք նման համաձայնության կարիք կա նախարարությունը պատասխան չի տվել, սահմանափակվելով այն պատասխանով, որ Վրաստանի հետ բանակցություններ չեն վարվել:
Նշենք, որ երկաթգծի կառուցման համաձայնագիրը կնքվել էր դեռևս 1996 թվականի ապրիլի 4-ին՝ այդ ժամանակ Վրաստանի և Թուրքիայի նախագահների կողմից:
Այդ ընթացքում գրեթե աշխատանքներ չեն կատարվել մինչև Միխեիլ Սաակաշվիլիի իշխանության գալը: 2005 թ. հունվարին ստորագրվեց նոր համաձայնագիր, թեև ԱՄՆ-ն և ԵՄ-ն հրաժարվել են ֆինանսավորել այդ ծրագիրը: Այնուամենայնիվ, Ադրբեջանը պատրաստակամություն է հայտնել ֆինանսավորելու երկարաժամկետ վարկը Վրաստանի տարածքում աշխատանքների իրականացման համար, իսկ տոկոսադրույքը պետք է լինի 1-5 տոկոսի սահմաններում:
2007 թվականին Թբիլիսիում ստորագրվեց եռակողմ համաձայնագիր՝ Բաքու-Թբիլիսի-Կարս երկաթգծի վերաբերյալ: 2008 սկսվեցին աշխատանքները, որոնք պետք է ավարտվեին 2010-ին:
254 կմ երկարության երկաթգծի բացումն ուզում էր իրականացնել Վրաստանի նախկին նախագահ Միխեիլ Սաակաշվիլին, սակայն երեք երկրներն էլ դանդաղել էին աշխատանքների իրականացման հարցում:
Վրացական պաշտոնական աղբյուրների փոխանցմամբ՝ բացման արարողությունը տեղի կունենա 2017-ի հոկտեմբերի 30-ին՝ Բաքվում:
