Տարոն Մարգարյան. «Իրավախախտման դեպքում վարչական պատասխանատվությունն անխուսափելի է»

Երևանի քաղաքապետարանում կայացած աշխատանքային խորհրդակցության ժամանակ, որը վարել է քաղաքապետ Տարոն Մարգարյանը, իրավաբանական վարչության պետ Զավեն Առաքելյանը զեկուցել է քաղաքացիների և իրավաբանական անձանց կողմից աղբը ոչ սահմանված վայրերում թափելու դեպքերի հայտնաբերման, երևույթի կանխարգելման ուղղությամբ տարվող աշխատանքների ընթացքի վերաբերյալ և նշել, որ նախորդ շաբաթ կազմվել է 27 վարչական արձանագրություն:
Քաղաքապետ Տարոն Մարգարյանը պատասխանատուներին հանձնարարել է շարունակել խիստ հսկողությունն այս ուղղությամբ՝ խախտումներ թույլ տվողներին ենթարկելով վարչական պատասխանատվության:
«Այս ուղղությամբ պետք է շարունակել ամենօրյա հետևողական աշխատանքը: Ակնկալում եմ նաև համապատասխան կառույցների աջակցությունը, որոնք իրենց հերթին պետք է լինեն առավել ակտիվ և խիստ: Ի վերջո, մարդիկ պետք է գիտակցեն, որ չսահմանված վայրում կենցաղային կամ շինարարական աղբ թափելու դեպքում ենթարկվելու են վարչական պատասխանատվության: Սրան զուգահեռ պետք է ուշադրության կենտրոնում պահել վարչական արձանագրություն կազմելու ընթացակարգը», - նշել է Տարոն Մարգարյանը:
Անդրադառնալով բացօթյա ապօրինի առևտրի կանխարգելման ուղղությամբ տարվող աշխատանքներին և ոչ գոհացուցիչ համարելով դրանց արդյունքները՝ քաղաքապետ Տարոն Մարգարյանը հանձնարարել է ակտիվացնել դրանք` հանրությանը պարբերաբար ներկայացնելով այս ուղղությամբ իրականացվող քայլերն ու իրազեկելով իրավախախտման համար սահմանված վարչական պատասխանատվության մասին:
«Վարչական շրջանների ղեկավարներից, առևտրի վարչությունից, Երևան քաղաքի ոստիկանությունից ակնկալում եմ հետևողական և շարունակական աշխատանք: Նման պատկերը մեր քաղաքում ուղղակի անթույլատրելի է: Ձեր առջև կոնկրետ խնդիր դրեք և լուծեք այն՝ կիրառելով օրենքով ձեզ վերապահված բոլոր միջոցները: Բոլորիդ քաջ հայտնի է այս հարցի հետ կապված իմ դիրքորոշումը. Պատասխանատվության պետք է ենթարկվի թե՛ իրավախախտը և թե՛ պատասխանատու այն անձը, ով աչք է փակում բացօթյա ապօրինի առևտրի դեպքերի վրա: Իրավախախտման համար վարչական պատասխանատվությունն անխուսափելի է: Այս մոտեցումով պետք է աշխատեն բոլորը՝ առանց բացառության»,-ընդգծել է Տարոն Մարգարյանը:
