Շրջանակային համաձայնագրի բլեֆը
ANALYSIS
Հայաստանում ակտիվորեն քննարվում է շրջանակային համաձայնագրի ստորագրման սպասվելիք իրադարձությունը: Եվրոմիության հետ սպասվող շրջանակային համաձայնագրի ստորագրման շուրջ եղած մտավախությունները մեծապես կապված են ռուսական ազդեցության հետ: Ասոցացման պայմանագրի դառը փորձը ստեղծել է մի մտայնություն, որը ենթադրել է տալիս համաձայնագրի ստորագրման հնարավոր ձախողման մասին:
Վերադառնալով Ասոցացման պայմանագրի ձախողմանը, պիտի նշել, որ սխալ է մեկնաբանվում դրա չկնքման և դրան զուգահեռ Հայաստանի ՝ Մաքսային միության կազմում հայտնվելու փաստը: Այդ ամենի համար թափված ռուսական ջանքերը նպատակ ունեին ոչ թե պահել Հայաստանն իր ազդեցության տիրույթում, որովհետև այսպես թե այնպես հիմնական լծակները Հայաստանում ունեն ռուսական վերահսկողություն: Իսկ Եվրոպայի հեռանկարը, մանավանդ տնտեսական առումով աղոտ է և էր Հայաստանի համար:
Խնդիրն առավելապես սիմվոլիկ էր՝ հաշվի առնելով աշխարհաքաղաքական այն իրավիճակը, որում տեղի ունեցավ ասոցացման համաձայնագրի չեղարկումն ու Մաքսային միություն մտնելը: Այդ ամենը համընկավ ռուս-արևմտյան հարաբերությունների վատթարացման ամենասուր էտապի հետ: Հայաստանն այդ իրավիճակում դարձավ ազդեցությունը փաստող գործիք ռուսական կողմի համար:
Հիմա իրավիճակն այլ է: Ռուս-արևմտյան հակամարտությունը չի ավարտվել, բայց հասցրել է հոգնեցնել կողմերին: Բացի այդ արևմտյան ճամբարում ԱՄՆ-ի ու Եվրոպայի միջև արդեն ակնհայտ են դառնում տարաձայնությունները: Այս իրավիճակում կրկին քաղաքական մանիֆեստից բացի որևէ բան չտվող շրջանակային համաձայնագրի ստորագրումը կարող է լինել քայլ ռուսների կողմից ՝ Եվրոպային ցույց տալու, որ ինքը պատրաստ է հարաբերությունների բարելավման: Եվ համաձայնագրի մասին քննարկումներում սա ևս պիտի հաշվի առնել:
