Շիրակի պետհամալսարանի ռեկտոր Սահակ Մինասյանի բազմաթիվ ապօրինություններից և հանցանքներից մեկը վերաբերում է բակալավրի և մագիստրոսի կրթական ծրագրերի իրականացման լիցենզավորման կարգի կոպիտ խախտմանը...
Ըստ այդ կարգի III. ԼԻՑԵՆԶԱՎՈՐՄԱՆ ՊԱՐՏԱԴԻՐ ՊԱՀԱՆՋՆԵՐԸ ԵՎ ՊԱՅՄԱՆՆԵՐԸ գլխի "բ" կետի` ուսումնական հաստատության պրոֆեսորադասախոսական կազմի դասախոսների առնվազն 50 տոկոսը պետք է ունենա պետական լիազորված մարմնի կողմից ճանաչված գիտական աստիճան և (կամ) կոչում (բացառությամբ արվեստի, ֆիզիկական կուլտուրայի բարձրագույն ուսումնական հաստատությունների, այլ բարձրագույն ուսումնական հաստատությունների նմանատիպ ֆակուլտետների և ամբիոնների), այդ թվում` յուրաքանչյուր մասնագիտության մասնագիտական առարկաների գծով` 3-ը... Սակայն Շիրակի պետհամալսարանի որոշ մասնագիտություններով՝ սոցիոլոգիա, քաղաքագիտություն,համակարգչային գրաֆիկա, իրավագիտություն և այլ իրականացվող կրթական ծրագրերում այս կարգը կոպտորեն խախտվում է...ԲՈՒՀ-ը ոչ միայն չունի համապատասխան քանակությամբ գիտական աստիճան և (կամ) կոչում ունեցող մասնագետներ,այլև յուրաքանչյուր մասնագիտության մասնագիտական առարկաների գծով 3 այդ նվազագույն մասնագետներին, որոնք պետք է լինեն նաև համալսարանի հիմնական աշխատողներ... Ընդ որում, այդ մասնագիտություններում դասավանդող դասախոսների բազային կրթությունը շատ դեպքերում ևս չի համապատասխանում տվյալ կրթական ծրագրի իրականացման պահանջներին...Ո՞վ է թույլ տվել պարոն Մինասյանին կրթական ծրագրեր իրականացնել այս մասնագիտություններով...ԿԳ նախարարությունում ո՞վ է վերահսկում այս ամենը...Ստացվում է,որ ցանկացած ԲՈՒՀ-ի ռեկտոր, կեղծելով կամ խաբելով նախարարությանը, կարող է իր ղեկավարած հաստատությունում ինչ մասնագիտություն ասես բացի...
Հետաքրքիր է,ինչպե՞ս են այս ամենին վերաբերվում ՀՀ ԿԳ նախարարությունում և ո՞վ է մուծելու այն ահռելի տուգանքը,որը ԲՈՒՀ-ը պարտավոր է վճարել այդ լիցենզիան խախտելու և ուսանողներին խաբելու համար...
