ԵԽԽՎ բյուրոն կոչ է արել Ադրբեջանին հանել ՄԻԵԴ-ի կազմից

Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) բյուրոն կոչ է անում հնարավորինս շուտ Ադրբեջանին հանել Մարդու իրավունքների եվրոպական դատարանի (ՄԻԵԴ) կազմից՝ հաշվի առնելով այն փաստը, որ այդ երկիրը չի կատարում ՄԻԵԴ-ի որոշումները:
Ըստ կառույցի կայքում հրապարակված հաղորդագրության՝ հաշվի առնելով, որ Ադրբեջանը շարունակում է չկատարել «Իլգար Մամեդովն ընդդեմ Ադրբեջանի» գործով դատարանի կայացրած դատավճիռը ՝ ԵԽԽՎ բյուրոն կոչ է արել Մարդու իրավունքների եվրոպական կոնվենցիայի Բարձր պայմանավորվող կողմերին հնարավորինս շուտ կիրառել Կոնվենցիայի 46.4-րդ հոդվածով նախատեսված ընթացակարգը, որը ենթադրում է Ադրբեջանի բացառում ՄԻԵԴ-ից։
Եվրոպական կառույցներն ու բազմաթիվ պաշտոնյաներ բազմիցս պահանջել են Ադրբեջանից ազատ արձակել Իլգար Մամեդովին և ափսոսանք են հայտնել, որ չնայած դատարանի եզրակացություններին և հնչած կոչերին՝ Իլգար Մամեդովը շարունակում է մնալ կալանքի տակ:
Հիշեցնենք, որ «Ռեալ» շարժման առաջնորդ Իլգար Մամեդովը մեղադրվել է 2013 թվականի հունվարին Իսմաիլիի անկարգությունները կազմակերպելու համար և դատապարտվել 7 տարվա ազատազրկման: 2014թ. ՄԻԵԴ-ը կոչ է արել Ադրբեջանին ազատ արձակել նրան: Մինչ օրս Ադրբեջանը չի իրականացրել ՄԻԵԴ-ի այդ որոշումը:
Հիշեցնենք, որ օրերս ԵԽԽՎ-ն Ադրբեջանի դեմ երկու բանաձև է ընդունել:
Մասնավորապես՝ ընդունվել է «Ադրբեջանում ժողովրդավարական ինստիտուտների գործունեությունը» բանաձևը, որում վեհաժողովը մտահոգություն է հայտնել կարծիքների արտահայտման ազատությունը սահմանափակելու նպատակով քրեական օրենսդրության կամայական կիրառման խնդրի, արտախորհրդարանական ընդդիմության գործունեության սահմանափակումների մասին պնդումների և ժողովների ազատության սահմանափակումների առնչությամբ:
Պատվիրակները կոչ են արել Ադրբեջանին անհապաղ ապահովել Մարդու իրավունքների եվրոպական դատարանի որոշումների լիակատար իրագործումը, ազատ արձակել քաղբանտարկյալներին, ստեղծել լրագրողների համար իրենց աշխատանքն ազատ կատարել թույլատրող պայմաններ և հետագայում փոփոխություններ մտցնել քաղաքացիական հասարակության կազմակերպությունների գործունեության և ֆինանսավորման վերաբերյալ օրենքներում՝ դրանք համապատասխանեցնելով Եվրոպայի խորհրդի չափանիշներին:
ԵԽԽՎ-ն ընդունել է նաև Ալեն Դեստեքսի հեղինակած «Ադրբեջանի նախագահությունը Եվրոպայի խորհրդում. Հերթական քայլերի վիճակի մասին, որոնք կձեռնարկվեն մարդու իրավունքների պաշտպանության ոլորտում» զեկույցի վերաբերյալ №14397 բանաձևը: Զեկույցի նախագծում Ադրբեջանի իշխանություններին խորհուրդ է տրվում «խավիարային դիվանագիտության» հետ կապված կոռուպցիոն սկանդալի անկախ և անկողմնակալ հետաքննություն սկսել:
Մեկնաբանելով այս որոշումները՝ Ադրբեջանի նախագահի արտաքին քաղաքականության հարցերով օգնական, նախագահի աշխատակազմի ղեկավար Նովրուզ Մամեդովն ասել էր. «ԵԽԽՎ-ում չե՞ն տեսնում արդյոք՝ ուր է տանում Եվրոպային այդ քաղաքականությունը: Եթե ԵԽԽՎ-ն կարծում է, թե իր հիմնական առաքելությունը գործընկերների համար պատիժներ որոշելն է, իսկ հենց իր մոտ բացակայում են ցանկացած պարտավորություններ, այդ դեպքում ո՞ւմ և ինչի՞ համար է հարկավոր նման մարմինը»։
