Հայաստանի Հանրապետության տարածքային կառավարման և զարգացման նախարարի առաջին տեղակալ Վաչե Տերտերյանը ՀՀ ԱԺ պաշտպանության եւ անվտանգության հարցերի մշտական հանձնաժողովի նախաձեռնությամբ հրավիրված «Աղետների ռիսկերի կառավարման բնագավառում ազգային կարողությունների զարգացումը» թեմայով խորհրդարանական լսումների շրջանակում անդրադարձ կատարեց  ոլորտի օրենսդրական դաշտին: Նա, մասնավորապես, նշեց, որ տարիների ընթացքում ձեւավորել են համապարփակ օրենսդրական դաշտ, ինչը հնարավորություն է տալիս կանոնակարգելու տարբեր մակարդակներում գործող մարմինների գործողությունները համապատասխան իրավիճակներում:

«Իհարկե, այդ աշխատանքները շարունակվում են, եւ մենք դեռեւս ունենք անելիքներ, այնուամենայնիվ որոշակի առաջընթաց եւ ունակություններ արդեն իսկ ձեւավորել ենք: Հատկանշական է, որ նախորդ տարի մեծ փաթեթ ներկայացրինք Ազգային ժողով, որը վերաբերում էր ՏԻՄ օրենքին: Այնտեղ կարեւորեցինք տեղական մակարդակում համայնքների դերակատարությունը  աղետների կանխարգելմանը եւ դրանց նվազեցմանը»,- «Արմենպրես»-ի հաղորդմամբ՝ ընդգծեց Վաչե Տերտերյանը:

Նրա տեղեկացմամբ՝ օրենքում համայնքի պարտադիր խնդիրների կազմում ներառվել են աղետների ռիսկերի նվազեցման եւ արտակարգ իրավիճակներում քաղաքացիական միջոցառումների կազմակերպման եւ իրականացման հարցերը, որոնց համապատասխան մշակվել են բնակչության պաշտպանության, բնածին աղետների ռիսկերի նվազեցման, հետեւանքների վերացման լիազորություններ:

 «Ներկայացվել են նաեւ համայնքի ղեկավարի լիազորությունները: Մենք նաեւ ունենք մեծ ծավալով պատվիրակված լիազորություններ, մասնավորապես՝ դրանք վերաբերում են քաղպաշտպանության միջոցառումներին, բնակչության պատսպարման եւ  շատ ու շատ այլ ուղղություններով աշխատանքներին»,- ասաց փոխնախարարը   ՝ հավելելով, որ շարունակվում են ՀՀ արտակարգ իրավիճակների նախարարության հետ աշխատանքները՝ ձեւավորելով համագործակցության լավ ավանդույթ:

Վաչե Տերտերյանը տեղեկացրեց, որ ավելի քան 150 համայնքներում համատեղ իրականացվել է աղետների ռիսկի ուսումնասիրություն:

«Բացի նրանից, որ սա հնարավորություն է տվել գույքագրելու համայնքներում առկա ռիսկերը, դա հնարավորություն է տվել համայնքներում որոշակի մշակույթ ձեւավորելու արդեն այդ խնդիրների նկատմամբ վերաբերմունքը դրսեւորելու առումով»,- ընդգծեց փոխնախարարը՝ հավելելով, որ համատեղ ջանքերով մշակվել է տեղական համակարգում աղետների գնահատման մեթոդական ուղեցույց:

«Միեւնույն ժամանակ կցանկանայի նշել, որ բացի օրենսդրական եւ իրավական կարգավորումներից, ունենք գործնական խնդիրներ: Համայնքներում նյութատեխնիկական, ռեսուրսային ապահովվածությունը պետք է բերվի պատշաճ մակարդակի»,-ասաց Վաչե Տերտերյանը եւ ընդգծեց, որ հետեւողական են լինելու այս ուղղությամբ իրականացվող աշխատանքներին:
