Իշխանությունը պատրաստվում է հերթական ձախողմանը
ANALYSIS
Ընտանեկան բռնության կանխարգելման շուրջ քննարկումները, որի օրենսդրական փաթեթը առաջարկվել էր Հայաստանին Եվրոմիության կողմից որպես տնային աշխատանք վիզաների ազատականացման ռեժիմի համար, հարուցել է մի շարք քննարկումներ: Բազմաթիվ շերտերից բացի, այս քննարկումն ունի նաև ինտրիգ. խոսքը առաջիկայում սպասվող շրջանակային համաձայնագրի ստորագրումն է:
Ռուսական կողմը Հայաստանի իր ադեպտների միջոցով արդեն հասկացրել է Սարգսյանի իշխանությանը, որ համաձայնագրի ստորագրումն ու ընդհանրապես եվրոինտեգրման գործընթացները կարող է «հարամել» տհաճ միջադեպերով: Հայաստանի իշխանություններն էլ նշում են, որ օրենքը հանել էին օրակարգից որովհետև չկար հանրային աջակցություն, իսկ հիմա նորից են դրել քննարկման ՝ դրա ադապտացված տարբերակը հանրային ֆիլտրով անցկացնելու համար:
Մեզ հայտնի է, թե պետք եղած ժամանակ Հայաստանում ինչպես են ընդունվում «պետքական» օրենքները: Եթե Եվրոպայի հետ մերձեցման ցանկությունը իսկապես լիներ, պա այս օրենքն առանց հանրային աղմուկի կանցկացվեր ԱԺ-ում: Սակայն գիտակցելով համաձայնագրի ստորագրումից առաջ սպասվող ռուսական ճնշման ծավալները և զգուշանալով այդ ճնշման հետևանքներից, հայաստանյան իշխանությունները նախապես ստեղծում են ալիբի իրենց համար: Համաձայնագրի չստորագրումը կարելի կլինի արդարացնել ընտանեկան բռնության կանխարգելման օրենքի չընդունմամբ, իսկ այդ օրենքի չընդունումը բարդել հանրային կարծիքի վրա, կարծիք, որի հետ հանրապետականները հաշվի են նստում, միայն այն ժամանակ, երբ նժարին դրված է իրենց իշխանության վերարտադրությունը:
