Ծառուկյան դաշինքը ներկայացնող Արարատ Զուրաբյանի այն միտքը, որ ԵԼՔ-ը ԵՏՄ հետ Հայաստանի պայմանագիրը խզելու նախաձեռնությունն առաջ է քաշել հանրային ուշադրություն գրավելու համար, քննարկումների տեղիք տվեց: Զուրաբյանն, իրականում, ճիշտ է ասում, և սա փաստում է ԵԼՔ-ի նախաձեռնության անհեռատեսությունը թե արտաքին քաղաքական, թե ներքաղաքական իմաստով: 

Թե Ժիրայր Սեֆիլյանի հայտարարությունը, թե ԵԼՔ-ի նախաձեռնությունը, լինելով էականորեն տարբեր վարքագիծ ունեցող ուժերի կողմից ներկայացված ուղերձներ հանրությանը, բովանդակային առուոմվ կրկնում են նույն քաղաքական սխալը: Առաջնահերթ օրակարգ է համարվում այսպես ասած արտաքին վեկտորը: Ուժերը ներկայացնում են իրավիճակը հետևյալ կերպ ՝ Հայաստանի անարդյունավետ կառավարումն, ինչպես նաև Հայաստանի ինքնիշխանությանը սպառնացող վտանգները պատճառն են արտաքին ուժերի, այս դեպքում դրանցից մեկից գաղութային կախվածության:

Քաղաքական ուժերը մոռանում են մեկ բան ՝ պետությունն ու պետության ֆունկցիաները իրացնող իշխանությունը միշտ են կախված ինչ-որ ուժից: Ժողովրդավար, կայացած երկրներում այդ ուժը հանրությունն է, որը ընտրության միջոցով է ֆիքսում իշխանության կախվածությունը ՝ սեփական հասարակությունից: Եթե այդ լեգիտիմ կախվածությունը չի ֆիքսվում, իշխանությունը պետք է այլ տեղերում ման գա լեգիտիմությունը: Դա կլինի Արևմուտքը, թե Ռուսաստանը, կապ չունի: 

Այդպես լինելու է այնքան ժամանակ, քանի դեռ հասարակության մասնակցությունը քաղաքական կյանքին և գիտակցումը, որ ընտրական գործընթացներով հնարավոր է իշխանություն ձևավորել ազատ, մրցակցային պայմաններում, գնալով մոտենում է զրոյին: 

Իսկ այն, որ ռուսական կողմը, կամ նույն Արևմուտքը փորձելու են լեգիտիմությունը դրսում փնտրող իշխանության հետ զբաղվել տարաբնույթ մանիպուլացիաներով, նորություն չէ: Տարբերությունն այն է, որ Արևմուտքում դա անում են փափուկ ուժի գործիքներով, Ռուսաստանը դա անում ՝ կոշտ միջոցներով ու տհաճ հռետորաբանությամբ: Այս ամենից, սակայն, խնդրի էությունը չի փոխվում: Եվ չի փոխվելու, քանի դեռ Հայաստանյան վերնախավը ինքնաբավ, փակ խումբ է:
