Հանրաքվե կամ Բարզանիի կանաչ լույսը խորհրդարանական ընտրություններում

Երեկ Իրաքյան Քուրդիստանում տեղի ունեցավ անկախության հանրաքվե, որի արդյունքում անկախությանն «այո» ասաց ընտրողների 93%–ը: Իրաքյան Քուրդիստանի անկախության հանրաքվեի անցկացման իրական պատճառների մասին «Փաստը» զրուցեց միջազգայնագետ Գևորգ Մելիքյանի հետ:
– Իրաքյան Քուրդիստանի հանրաքվեի արդյունքները որքանո՞վ կարող են ազդել երկրի առաջիկա խորհրդարանական ընտրությունների վրա
– Այդ հանրաքվեն հենց այդ նպատակով էր անցկացվում. որպեսզի Մասուդ Բարզանին կարողանա իր հեղինակությունը վերականգնել և մոտակա ընտրություններին ունենա մեծամասնություն՝ օգտագործելով հանրաքվեի խորհուրդը, անկախության սիմվոլիկան քաղաքական նպատակներով: Իրաքի քրդերը շատ լավ հասկանում են, որ անկախությունը հանրաքվեով ձեռք չեն բերում: Սա ցույց է տալիս քրդերի պատրաստակամությունը ունենալու անկախ պետություն: Ինչը նորություն չէ: Բայց մնացած երկրներն էլ հասկացնում են, որ պետք չէ այդպես երկար շարունակել:
Իսկ Բարզանին կհասնի ու հասնում է իր նպատակին. նա կարողացավ կոնսոլիդացիա ապահովել: Նաև իր հայրենակիցները տեսնում են, որ նա միջազգային ասպարեզում կարողացավ փոթորիկ ստեղծել: Սա լավ կլինի իր համար ընտրությունների ժամանակ և մոռացնել կտա բոլոր հեղինակազրկումները, կոռուպցիոն սկանդալները իր անվան հետ կապված, փաստացի երկիրը՝ ԻրաքյանՔուրդիստանը, տնտեսական խնդիրների առաջ կանգնեցնելը և այլն:
– Հանրաքվեն ազգերի ինքնորոշման իրավունքի հարցին ինչ–որ կերպ կազդի:
– Չի կարող ազդել: Պետք է հիշել մեկ բան՝ միջազգային իրավունքը և միջազգային հարաբերությունները նախադեպերի վրա չեն կառուցվում: Ոմանք դա կոչում են երկակի կամ եռակի ստանդարտներ: Բայց փաստը մնում է փաստ, որ դա իրականություն է: Օրինակ՝ Հայաստանը դրոշ չի բարձրացրել, չի ոգևորվել, երբ չեչենները ժամանակին պայքարում էին Ռուսաստանից դուրս գալու համար: Հայաստանում որևէ մեկը չի խոսում չեչենների իրավունքների մասին, կամ որևէ մեկը չի պաշտպանում Հյուսիսային Կիպրոսում ապրող թուրքերի իրավունքները: Հայասատանը դա անում է այնտեղ, որտեղ իրեն ձեռք է տալիս՝ այդպիսով կիրառելով երկակի ստանդարտ:
Ու ասել, թե աշխարհի որևէ կետում որևէ մի ազգի ինքնորոշումը պետք է պարտադիր պաշտպանել, սխալ է: Ամեն մի պարագայում դու ունես քո շահերից բխող դիրքորոշում, մի պարագայում քեզ ձեռնտու է, մյուսում՝ ոչ: Իսկ այս հանրաքվեն բացի լարվածության ավելացումից ոչ մի ազդեցություն չի ունենա:
