Սերժ Սարգսյանը հավատու՞մ է 4 միլիոնի մասին իր խոսքերին

Հայաստանի բնակչությունը 4 միլիոնի հասցնելու մասին հայտարարությունը, որ արեց Սերժ Սարգսյանը Հայաստան-Սփյուռք համաժողովի ընթացքում, հերթական կամ պատահական հայտարարություն չէր: Դատելով նրանից, որ Հայաստանի դեմոգրաֆիական խնդիրների մասին արդեն իսկ հասցրել էին խոսել հանրապետականներից մի քանիսը՝ դեմորգաֆիական խնդիրների լուծման հարցը քաղաքական օրակարգ մտցնելու առաջարկներով, գործ ունենք նոր հայեցակարգի կամ քարոզչական փաթեթի հետ, որ լինելու է «Սերժ Սարգսյան. 2018թ. ապրիլին ընդառաջ» ուղղության հիմնական թիրախներից մեկը:
Ակնհայտ է, որ ներկա քաղաքական իրավիճակով, տնտեսությամբ հնարավոր չէ Հայաստանում ներգաղթ խրախուսել: Չկա նաև ծնելիության աճը խրախուսելու ռեալ մեթոդաբանություն: Սերժ Սարգսյանի և նրան նախորդած հանրապետականների ելույթներում ևս հստակ մեթոդաբանություն չկա: Հիմնական մեսիջներն առավելապես կենացների մակարդակում են և դժվար թե գործը հասնի իրաան մեթոդաբանության կիրառմանը:
Հանրության անվստահությունը իշխանության հանդեպ հասել է այն կետին, որ հարցի բարձրացումն ակնհայտորեն հայտնվելու է իզոլացման մեջ, ինչպես տեղի ունեցավ Ազգ-բանակ կոնցեպտի քննարկման ժամանակ, երբ հանրային արձագանքը պարզապես «ստեղծվեց» ձեռքի տակ եղած քաղաքական, փորձագիտական ռեսուրսներով: Որևէ լայն, ինքնաբուխ հանրային քննարկում այդ կոնցեպտը չհարուցեց. չի հարուցելու նաև դեմոգրաֆիական խնդիրների մասին քննարկումը, քանի որ հանրային մտահոգությունների մեջ այն առաջնահերթ չէ:
Քանի դեռ մի շարք հարցեր իրենց պատասխանները չեն ստացել, ավելին քաղաքական գործընթացները վեր են ածվել ներիշխանական ինտրիգների և պահվում են կուլիսներում ՝ հասարակության աչքից հեռու, որևէ հրապարակային գործընթաց կամ դրա իմիտիացիա չի ստանալու հանրային լայն աջակցություն, գոնե քննարկման տեսքով: Անկախ այն հանգամանքից՝ բավարար քանակով ընդդիմադիրներ, ՀԿ ներկայացուցիչներ կամ փորձագետներ կլինեն ներգրավված այդ քննարկումներում, թե ոչ:
Մեծ հաշվով գործ ունենք հերթական գերագնահատված կոնցեպտի հետ, որը պարզապես օրախնդիր քարոզչական հարց պետք է լուծի ՝ պրակտիկ ձախողումները քողարկել վերքաղաքական, ազգային ու համազգային նպատակներով. հայություն, համահայկական խորհուրդ, 4 միլիոն բնակչություն և այլն:
