Հայաստան-Սփյուռք համաժողովի ժամանակ արտաքին գործերի նախարար Էդվարդ Նալբանդյանի՝ որոշ տարածքներ վերադարձնելու վերաբերյալ հայտարարությունն արժանացավ սուր քննադատությունների: Պաշտոնական Ստեփանակերտի տեսակետը ներկայացնող ԼՂՀ նախագահի խոսնակ Դավիթ Բաբայանն ասաց. «Անցյալին վերադարձ չկա՝ լինի սահմանների, թե կարգավիճակի առումով: Մեզ համար ամեն մի տարածք ունի իր անվտանգության համակարգը»:

ՀՀ ԱԳ փոխնախարարն էլ փորձեց ցրել տագնապը՝ նշելով հետևյալը. «Նախարարը ներկայացրել է այն, ինչ բազմիցս հրապարակվել է: Այսինքն՝ 3 համանախագահող երկրների հայտարարությունները, որտեղ բացահայտված են միջնորդների կողմից առաջարկվող կարգավորման տարրերը: եթե խոսքը վերաբերում է տարածքներին, ապա պետք է պարտադիր ապահովվի այն պայմանը, որ դա չի վտանգում Արցախի բազմաշերտ անվտանգությունը: Ոչ ոք ոչ ոքի ոչ մի տարածք չի տալիս,Խոսքն ընդամենը վերաբերում է նրան, որ այն փաթեթը, որը մեզ ներկայացրել էին միջնորդները, դրա երկու տարրի նկատմամբ նախարարը բարձրացրել է պահանջները»:

Ինքը՝ Էդվարդ Նալբանդյանը, «Ամերիկայի ձայնի» հետ զրույցում ասաց. «Որոշ մեջբերումներ և մեկնաբանություններ կտրված էին կոնտեքստից։ Ես խոսել եմ համանախագահ երկրների ղեկավարների՝ ղարաբաղյան հիմնախնդրի կարգավորման վերաբերյալ հայտարարությունների մեջ պարունակող հայտնի երեք սկզբունքների և վեց տարրերի մասին, որոնք, ըստ հենց եռանախագահների, մշակվել ու ներկայացվել են կողմերին՝ որպես մեկ ամբողջություն, և փորձերը տարանջատել մեկ սկզբունքը մյուսներից կամ մեկ դրույթը մյուսներից անհնարին կդարձնեն կարգավորումը»:

Past.am-ի հարցին՝ ի՞նչ վտանգներ կարող են լինել Նալբանդյանի հայտարարության մեջ, Արցախի նախկին արտգործնախարար Արման Մելիքյանը պատասխանեց. «Տարիներ շարունակ ՀՀ տարբեր տրամաչափի պաշտոնյաներն անթաքույց խոսում են տարածքներ հանձնելու իրենց պատրաստակամության մասին: Տարածքների հանձնումը Մադրիդյան սկզբունքներով նախատեսված պարտադիր պայմանն է: Ամեն դեպքում վատ չէ, որ հարցի հերթական արծարծումն այս անգամ, տարօրինակաբար այսչափ բուռն արձագանքի արժանացավ: Գուցե իսկապես հասարակական վրդովմունքի ճնշման տակ հայաստանյան պատասխանատուները ստիպված կվերանայեն իրենց արատավոր մոտեցումները»:
