Կառավարական պարգևների բաշխման խնդիրը, ոչ այնքան այն է, որ այն կարող է ստանալ Արմենչիկը կամ Արամեն, այլ այն, որ Արամեին ու Արմենչիկին զուգահեռ այն կարող է ստանալ դասական երաժշտությունը, ակադեմիական գիտությունը ներկայացնող որևէ պրոֆեսիոնալ: Այսինքն, հիմնական խնդիրը ոչ թե այն է, որ պարգև ստանում է հասարակության մի հատվածի կողմից ընդունվող և մյուսի կողմից չընդունվող մեկը, այլ պարգև ստանում են բոլորը, բոլոր մշակութային շերտերի ներկայացուցիչները, հասարակության տարբեր խավերի սիրելիները: Ստանում են նույն տեղում, նույն վայրում, նույն պահին, նույն առիթով: Իսկ սա նշանակում է, որ որպես այդպիսին մշակութային քաղաքականություն իշխանությունը չունի:

Առաջին հայացքից սա «բազմակարծություն» է ՝ տեսեք, մենք կարող ենք մրցանակ տալ, թե Արմենչիկին, թե Կոմիտասի արվեստի փայլուն մասնագետ, ակադեմիական շրջանակներում ճանաչված Մհեր Նավոյանին: Բայց սա իրականում բազմակարծություն չէ, այլ արժեհամակարգային փնթիություն ու քաղաքականության բացակայություն:

Իմիջայլոց, պարտադիր չէ, որ պետությունը մշակույթ թելադրի: Շատ պետություններ ընհանրապես չունեն մշակութային քաղաքականության պաշտոնական հայեցակարգ ու իրավիճակը հանձնում են ազատ շուկայի դատին: Հայաստանն այդ պետություններից չէ: Այստեղ իշխանությունը հավակնում է թելադրել մշակույթ, տալ պարգևներ, ասել է թե սահմանել որակի ու ճաշակի չափանիշներ: Սա տոտալիտար պատմության ժառանգություններից մեկն է, ժառանգություն, որի միայն ձևն է ընդօրինակվել, ինչպես գրեթե ամեն ինչ սովետական միությունից: Որովհետև Սովետական միությունը մշակույթ թելադրելիս ուներ մշակութային քաղաքականության հայեցակարգ ու բավականին խիստ, հստակ ֆիլտրեր:

Այսքանով հանդերձ, եթե մշակույթի ասպարեզում քաղաքականության բացակայությունը կարելի է հիմնավորել ճաշակների բազմազանությամբ, ապա ազգային հերոսի կոչման դեպքում, անխտրական մոտեցումն արդեն աշխատում է պետության դեմ: Էռնեկյանը, միգուցե, արժանի է կոչման կամ պարգևի: Բայց Մոնթեի ու Վազգեն Սարգսյանի հետ նույն շարքում նրան դնելը, նշանակում է որ կրկին չկա կոնկրետ քաղաքականություն: Խնդիրը բնավ բարոյական կամ մարդկային չէ:
