Իրաքի Քուրդիստանում, անկախության հանրաքվեի անցկացման կողմնակիցների ու ընդդիմադիրների միջև բախումների արդյունքում կենտրոնական իշխանությունը որոշել է անվտանգության ուժեր տեղակայել քրդական Քիրկուկում: Այս հանգամանքը մտահոգել է Քուրդիստանի ղեկավար Մասուդ Բարզանիին, որն ստիպված է դիմակայել ոչ միայն հնարավոր ռազմական բախումից տագնապող ներքին ընդդիմության, Բաղդադի, այլև միջազգային հանրության ճնշումներին:

Եվ եթե առաջին երկու խնդիրներին դեռ հնարավոր է լուծում տալ որոշ զոհողությունների պայմաններում, միջազգային հանրության նեգատիվ վերաբերմունքն ուղղակի կվիժեցնի քրդերի՝ անկախության հասնելու երազանքը և գուցե ինչ–որ առումով ազատություն տա Բաղդադի ձեռքերին: Այնպես որ Սորանում հրավիրված միտինգի ընթացքում Բարզանին ստիպված է եղել պատասխանել արբիլյան միջազգային բանագնացներին և, ըստ քրդական լրատվամիջոցների, հետևյալն է հայտարարել. «Եթե Բաղդադը Քուրդիստանին այլընտրանքային հանրաքվե առաջարկի՝ որոշակի ժամկետում Քուրդիստանի անջատման բանակցություններ վարելով, և եթե միջազգային հանրությունն էլ երաշխավորի դրա իրականացումը, Քուրդիստանի բնակչությունը կհետաձգի սեպտեմբերի 25–ի հանրաքվեի քվեարկությունը… բայց ես նաև անկեղծ կլինեմ՝ Բաղդադը դեռ չի հասել խնդիրն ընկալելու և հարցին այսպես լուծում տալու մակարդակին»:

Բարզանին, իհարկե, միջազգային հանրություն ասելով, հատկապես, ԱՄՆ–ին ու Եվրոպային նկատի ունի, և նա դա չի էլ թաքցրել: Ինչ վերաբերում է երաշխիքներին՝ դրանց տրամադրումը Քուրդիստանի ղեկավարը պարտադիր պայման է համարել: «Հասկացե՛ք, մեր իրավունքն է չհավատալ որևէ բանավոր խոստման, կամ՝ խուսափողական նամակի, որովհետև այդ առումով շատ դառը փորձ ենք կուտակել: Հետևաբար, կարծում ենք, որ ցանկացած համաձայնություն անհրաժեշտ է ամրագրել գրավոր և այնպիսի լեզվով, որից ոչ մեկը հետագայում չի կարող շեղվել, կամ՝ տարընթերցման հնարավորություն ունենալ»,– նշել է Բարզանին՝ միևնույն ժամանակ հետաքրքիր մի դրվագ բացահայտելով:

Բանն այն է, որ ըստ Բարզանիի՝ քրդերի անկախության հարցն իրականում տարիներ շարունակ է քննարկվել և՛ Բաղդադի, և՛ միջազգային հանրության հետ: «Բայց եթե նրանք այն ժամանակ շատ ճկուն էին մեզ հասկանալու խնդրում, վերջին շրջանում փոփոխություն է նկատվում դիրքորոշումների մեջ: Հնարավոր է՝ նախկինում նրանք լուրջ չէին վերաբերվում մեր մտադրություններին, բայց ժամանակն է հասկանալ, որ մեր վճիռը վերջնական է, և մենք կհետևենք դրան»,– հավաքված ազգակիցների հետաքրքրասիրությունն է բավարարել Բարզանին, որոնք փորձել են հասկանալ, թե ինչո՞ւ է հանկարծ անհրաժեշտություն առաջացել նույնիսկ ԱՄՆ–ին բացատրել անկախություն ունենալու՝ Քուրդիստանի երազանքիվերաբերյալ, և ինչո՞ւ են բոլորը պահանջում հետաձգել քրդական հանրաքվեն:

Հանրահավաքի ընթացքում Բարզանին նաև ողջ աշխարհին ու հատկապես հարևաններին է առաջարկել բարեկամական հարաբերություններ հաստատել Քուրդիստանի հետ՝ պնդելով, որ իրենք որևէ մեկին սպառնալու, կամ՝ թշնամանալու ո՛չ առիթ, ո՛չ էլ նպատակ ունեն: Ինչ վերաբերում է քրդական տարածքներում հնարավոր միջէթնիկական խնդիրներին՝ իրաքյան Քուրդիստանի ղեկավարը հայտարարել է, որ իրենց հետ կողք կողքի բնակվող թուրքմենները, արաբները, ասորիները, քաղդեացիները, սիրիացիները` բոլոր–բոլորը քրդերի եղբայրներն են և հավաքվածներին մի անգամ ևս հորդորել է հարգել նրանց:

Այնպես որ, գնդակը հիմա Բաղդադի և Բարզանիի մատնանշած միջազգային հանրության դաշտում է: Ինչ կառաջարկեն Էրբիլին՝ դժվար է ասել, բայց ակնհայտ է, որ դրա համար հաշված ժամեր են մնացել:
