Արցախի ՄԻՊ գրասենյակը հրապարակելու է Ադրբեջանի կողմից հայատյացության մասին զեկույցը

 Արցախի մասին ազատ խոսքի և դեպի Արցախ ազատ տեղաշարժի իրավունքը պետք է երաշխավորված լինի: «Արմենպրես»-ի հաղորդմամբ՝ «Հայաստան-Սփյուռք» 6-րդ համաժողովի շրջանակում արտաքին քաղաքական օրակարգին նվիրված նիստում լրագրողների հետ զրույցում նման համոզմունք հայտնեց Արցախի Հանրապետության մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանը:

«Մարդու իրավունքները, որպես գաղափարախոսություն, որպես երևույթ, ի սկզբանե հանդիսացել են Արցախյան շարժման հենք: Եվ պատահական չէ, որ հենց սկզբնավորման փուլում շարժումը վայելել է միջազգային իրավապաշտպան համայնքի լայն աջակցությունը: Արցախի քաղաքացիների իրավունքները չեն կարող ուղղակիորեն կամ անուղղակիորեն սահմանափակվել նրանց քաղաքացիության կամ բնակության վայրի հիմքով, իսկ Արցախի պաշտպանության բանակի զինծառայողների, ինչպես նաև քաղաքացիական բնակչության նկատմամբ ոտնձգություններին պետք է գնահատական տրվի նաև մարդու իրավունքների դիրքերից»,- ասաց Ռուբեն Մելիքյանը:

 Նա նշեց, որ խորհրդային Ադրբեջանում խոսքի ազատության սահմանափակման բազմաթիվ դեպքեր կային, իսկ ահա արդար դատաքննության մասին խոսելն անգամ ավելորդ էր: Արցախի ՄԻՊ-ն  ամենի հիմքում  տեսնում է խտրականություն, ինչն էլ նրա դիտարկմամբ՝ կարմիր թելով հասնում է մինչև մեր օրերը:

«Վերջին շրջանի ամենակարևոր իրադարձությունը ապրիլյան պատերազմն էր: Որպես նախադրյալ՝մենք դիտարկում ենք հայատյացությունը: Դրա հետևանքներն այսօր դառնում են ավելի ու ավելի վտանգավոր: Հայատյացությունը լրջագույն խնդիր է»,-նշեց Ռուբեն Մելիքյանը՝ տեղեկացնելով, որ  շաբաթներ անց Արցախի մարդու իրավունքների պաշտպանի գրասենյակը կհրապարակի Ադրբեջանի կողմից հայատյացությանը վերաբերող հերթական զեկույցը, որն Ադրբեջանի ռազմական հանցանքների և մարդու իրավունքների մասին է:

«Այն զեկույցում, որը հրապարակեցինք ապրիլյան պատերազմի վերաբերյալ, միայն մեր ընկալած փաստերը չէ, որ պարունակվում էին: Մենք մինչև հիմա էլ շարունակում ենք ադրբեջանական սոցիալական կայքերի մոնիթորինգը, որտեղ մատուցվում են նորանոր ապացույցներ»,-նշեց նա:

Արցախի ՄԻՊ-ն ասաց, որ ապրիլյան պատերազմի ժամանակ հայկական գրավված դիրքերից մեկում  ադրբեջանցի զինծառայողները ընդհուպ խոսում էին ցեղասպանության մասին:

«Նրանք երկու անգամ ադրբեջաներենով ասում են՝ «Մենք ձեզ ցեղասպանություն ցույց կտանք: Այսինքն՝ մենք պետք է սա կարողանանք ներկայացնել միջազգային հանրությանը, քանի որ հայատյացությունը ակադեմիական երևույթ չէ, խոսքի ազատության դրսևորում չէ, այլ ցեղասպանության մոտիվացիա է»,- ընդգծեց Ռուբեն Մելիքյանը:
