Կարեն Կարապետյանի առեղծվածային ձեռքբերումները

Այս շաբաթ Հայաստանի կառավարությունը հրապարակել է մեկ տարվա գործունեության «սակրալ» հաշվետվությունը: Հաշվետվությանը կարծես թե անհամբերությամբ էին սպասում, սակայն հրապարակումը անշուք էր. տնտեսությունում տեղաշարժերի բացակայության կասկածները միայն հաստատվեցին:
Չնայած տնտեսական ցուցանիշների, արտաքին առետրաշրջանառության եւ անգամ ներդրումների աճի վերաբերյալ թվերին՝ ակնհայտ է, որ աճը միայն թղթի վրա է, որովհետեւ եթե կառավարությունը ներդրման կամ էլ աճի գոնե մեկ կոնկրետ օրինակ ունենար, բոլոր հեռուստաընկերություններով կթմբկահարեին:
Կառավարությունը ներդրումների աճ է ներկայացրել, սակայն այդ ներդրումների տակ մանր տառերով գրած է, որ այդ թվի մեջ ներառված են նաեւ բյուջետային միջոցներով արվող նախագծերն ու վարկերը: Դժվար է ասել, թե այդ թվում որքանն է զուտ ներդրում: Ոչ ոք այդ ներդրումները չի էլ տեսել:
Նույնն էլ կարելի է տեսնել հարկերի ու մաքսատուրքերի տողում, որոնք նույնպես թղթի վրա աճել են: Հարկերի աճը որքանո՞վ է արտադրության կամ էլ միջոցները ստվերից հանելու արդյունք: Միգուցե մաքսատուրքե՞րն են աճել, որովհետեւ դրանք բարձրացել են: Հաշվետվությունում դա չի երեւում:
Հատկանշական է, որ հաշվետվությունում չկա ԵՏՄ հապավումը՝ չնայած իշխող Հանրապետական կուսակցության ներկայացուցիչները, պատասխանելով ԵՏՄ-ում Հայաստանի ներկայության նպատակահարմարության հարցին, խելոք տեսքով հղում են անում կառավարության հաշվետվությանը: Իսկ դրանում ոչ մի բառ չկա, թե ինչ ձեռքբերումներ են ապահովվել ԵՏՄ-ին անդամակցության շնորհիվ, օրինակ՝ մաքսատուրքները նվազել են, որի հաշվին առեւտրաշրջանառությունն աճել է:
Ի դեպ, ՀՀԿ-ն հաճույքով հղում է անում այս հաշվետվությանը՝ պատասխանելով հարցին, թե արդյոք գոհ է Կարեն Կարապետյանի կառավարության գործունեությունից: Հանրապետականները բոլոր հարցերին մատնացույց են անում այդ հաշվետվությունը:
Եվ հասկանալի չէ՝ կառավարության հաշվետվությունում արձանագրված առեղծվածային ձեռքբերումները Կարեն Կարապետյանի վաստա՞կն են, թե ԵՏՄ անդամակցության արդյունքը:
Մեծ շուքով ազդարարված կառավարության հաշվետվությունը կազմվել է այն հաշվով, որ ոչ ոք չի խորանա դրանում: ՀՀԿ-ի եւ Կարեն Կարապետյանի կողմնակիցները, որոնք խորհրդարանում ճնշող մեծամասնություն են, հաշվետվությունում սխալներ չեն փնտրի: Ընդդիմություն գրեթե չկա, նրա ձայնը խլացվում է անհասկանալի թվերով, իսկ հասարակությանը հաշվետվություններն ընդհանրապես պետք չեն: Հանրությունը թվերով չի գնահատում, այլ իր գրպանի պարունակությամբ, նրանով, թե որքան գումար է մնում դրամապանակում ամսվա երկրորդ կեսին՝ կոմունալ վճարումներից հետո: Այդ ցուցանիշն առայժմ Կարեն Կարապետյանի ու ԵՏՄ օգտին չի խոսում:
