Հայաստանում ստեղծվել է մի իրավիճակ, երբ ոչ ոք չի ցանկանում իրավիճակի համար պատասխանատվություն վերցնել: Իշխանությունները, որոնք ավտորիտար և փակ կառավարման կողմնակիցներ են, չեն ցանկանում տեսնել ավտորիտարիզմի մյուս երեսը ՝ պատասխանատվություն վերցնել հասարակության համար, որին կառավարում են: Նույնիսկ ֆեոդալական կառավարման տրամաբանության մեջ ֆեոդալը միշտ պատասխանատու է իր վասալի համար:

Երբ հասնում է պատասխանատվության պահը իշխանությունները որոշում են, որ իրենք դեմոկրատական են և պատասխանատվությունը գցում են ժողովրդի վրա, որն, իբր թե, չի կարողանում ժողովրդավարության պայմաններում իրացնել իրեն, որովեհտև փնթի է, ալարկոտ և ծույլ:

Հասարակությունը պատասխանատվություն կարող է վերցնել միայն իրական ժողովրդավարության պայմաններում: Այսինքն, երբ կարողանա ազատ ընտրական իրավունքով իրացնել իր քաղաքական մասնակցությունը: Եթե մասնակցության ձևերը խեղված են, նա համարում է, որ երկրում ավտորիտար կառավարում է և հայացքն ուղղում է իշխանությանը, որն էլ, ինչպես նշեցինք, պատասխանատվության պահերին է որոշում դեմոկրատիա խաղալ, իսկ մնացած ժամանակ առաջնորդվում է չոր ավտորիտար և փակ էլիտաներով իրավիճակի կառավարմամբ: 

Այս պարադոքսալ իրավիճակն էլ ավելի է խորացնում հասարակության և իշխանության միջև եղած անդունդը: Ունենում ենք հակասական մի իրավիճակ, հատկապես, երբ պատասխանատվություն վերցնելու առիթներն են շատանում, վերցնողներն ավելի են քչանում: Այս իրավիճակի միակ հանգուցալուծումը անկեղծ խոսակցությունն է հասարակության և իշխանության բնույթի մասին՝ հասկանալու համար ՝ թե ի վերջո ինչ համակարգում ենք մենք ապրում, ինչ մոդելով և ինչ արժեհամակարգով: Ներդաշնակությունն ու կանխատեսելիությունը այն գլխավոր բաղադրիչներն են, որ պետք են հայաստանյան հասարակությանը խորացող ապատիայից դուրս բերելու համար:
