ՀՀ գլխավոր դատախազը ելույթ է ունեցել Դատախազների միջազգային ասոցիացիայի 22-րդ համաժողովին

Պեկինում ընթացող Դատախազների միջազգային ասոցիացիայի 22-րդ տարեկան համաժողովին ՀՀ գլխավոր դատախազ Արթուր Դավթյանն այսօր հանդես է եկել կիբերհանցագործությունների դեմ պայքարի և այդ համատեքստում թվային ապացույցների օգտագործման ոլորտում միջազգային համագործակցության վերաբերյալ ելույթով: Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ դատախազության հանրային կապերի բաժնից:
ՀՀ գլխավոր դատախազը ներկայացրել է կիբերհանցագործությունների դեմ պայքարի արդյունավետության բարձրացմանը միտված միջազգային իրավական օգնության Հայաստանի իրավապայմանագրային դաշտը:
Նշելով, որ ընթացող համաժողովը կնպաստի դատախազների միջազգային ցանցում ընդգրկված երկրների իրավասու մարմինների միջև իրավական համագործակցության արդյունավետության բարձրացմանը՝ ՀՀ գլխավոր դատախազը շեշտադրում է կատարել հատկապես առկա խնդիրների, մասնավորապես ազգային օրենսդրություններում առկա հակասությունների վերացման, դատախազությունների ղեկավար մարմինների դերակատարման ուժեղացման անհրաժեշտության վրա: «Սրանք առանցքային խնդիրներ են 21-րդ դարում, երբ հանցավորությունն այլևս սահմաններ չի ճանաչում, երբ, օրինակ, հանցագործությունների միջոցով ստացած եկամուտները բանկային օպերացիաների միջոցով փոխանցվում են այլ երկրներ, երբ երկրաչափական պրոգրեսիայով աճում է համացանցի միջոցով իրականացվող հանցագործությունների քանակը: Այս երևույթներն ունեն գլոբալ բնույթ և իրենց մեջ ներառում են անդրազգային տարրեր, ինչը առանցքային է դարձնում կիբերհանցագործությունների հակազդման արդյունավետ միջոցների կիրառման առումով միջազգային համագործակցությունը»,- նշել է Արթուր Դավթյանը:
Ելնելով ուժգնացող մարտահրավերներից՝ ՀՀ գլխավոր դատախազը անհրաժեշտ է համարել համակարգչային հանցագործությունների բացահայտման արդյունավետությունը բարձրացնելու համար միջազգային համագործակցության կարևոր ուղղություն դարձնել քրեական գործերով համատեղ ապացույցների ձեռքբերումը: Նաև այդ նպատակով Հայաստանի կողմից առաջարկվել է ստեղծել համացանցային on-line ընդհանուր ռեսուրս, որի միջոցով ինչպես կիբերհանցագործությունների դեմ պայքարի բուդապեշտյան պայմանագրին միացած, այնպես էլ չմիացած երկրները կարող են ստեղծել համապատասխան հարցումների համար անհրաժեշտ տեղեկություններ և տվյալներ պարունակող անհատական բազաներ:
Պեկինում ընթացող համաժողովի շրջանակներում ՀՀ գլխավոր դատախազը շարունակում է նաև երկկողմ հանդիպումներ անցկացնել տարբեր երկրների գլխավոր դատախազների, պատվիրակությունների ղեկավարների հետ: Դրանց ընթացքում քննարկվում են իրավական փոխգործակցության ակտիվացմանն ուղղված հնարավոր քայլերը և փոխադարձ հետաքրքրություն ներկայացնող այլ հարցեր:
