– Բաքվում տեղի է ունեցել ՌԴ ԳՇ պետի ու ՆԱՏՕ–ի ռազմական կոմիտեի ղեկավարի հանդիպումը: Այս տարվա փետրվարին էլ Բաքվում հանդիպել էին ՌԴ և ԱՄՆ ԳՇ պետերը: Ինչո՞ւ է հանդիպման վայր ընտրվել Բաքուն: Քաղաքական առումով սա ի՞նչ է նշանակում:

– Չգիտեմ, թե ինչ է նշանակում, բայց վկայությունն է այն բանի, որ Բաքուն դառնում է աշխարհաքաղաքական խաղացող և միջազգային իրադարձությունների վայր: Նաև՝ վկայությունն է այն փաստի, որ Ադրբեջանը վասալ պետություն չէ և երկու գերտերությունների համար էլ դիտարկվում է որպես անկախ գործընկեր: Դա անչափ կարևոր հանգամանք է:

– Ադրբեջանական լրատվականները ներկայացնում են, որ իրենց երկիրը չափազանց կարևոր գործընկեր է ՆԱՏՕ–ի համար, քանի որ Ադրբեջանի տարածքով է անցնում դեպի Աֆղանստան գնացող ՆԱՏՕ–ի բեռների մոտ 40%–ը: Բայց արդյո՞ք դա է հիմնական պատճառը:

– Դա հիմնական պատճառ չէ, բայց պատճառներից մեկն է: Ադրբեջանն իրեն ճիշտ է դրսևորում միջազգային հարաբերություններում և իմաստուն քաղաքականություն է վարում: Բաքուն տարված չէ ամենօրյա կառավարման կամ մարտավարական խնդիրներով: Բաքուն ռազմավարական մոտեցում և կոնցեպտուալ հեռահար քայլեր է կատարում:

– Ստացվում է` Բաքուն չեզոք և վստահելի գոտի է դիտվում երկու կողմի համար էլ: Իսկ մենք ո՞ւր մնացինք մեր կոմպլեմենտար քաղաքականությամբ` Ռուսաստանի ռազմավարական դաշնակից ու ՆԱՏՕ–ի հուսալի գործընկեր լինելով:

– Հայաստանը ո՛չ Ռուսաստանի ռազմավարական դաշնակիցն է և ո՛չ էլ ՆԱՏՕ–ի հուսալի գործընկերը: Հայաստանը, ցավոք, դաշնակիցներ չունի և հուսալի էլ չէ: Իսկ հայկական կոմպլեմենտարիզմը հայկական միֆերից էր, որ վաղուց է հօդս ցնդել: Ո՞վ չգիտի, թե ինչպիսին է իրական վիճակը Երևանում: Հայաստանը վերածվել է կայսրության մի գավառի, որտեղ գավառական մակարդակի հարցեր են միայն լուծվում: Մինչդեռ այս երկրի մարտահրավերներն ահռելի են և ոչ միայն տարածաշրջանային, այլև հեռանկարում՝ նաև համաշխարհային հետևանքներ ենթադրող: Հայաստանի հարևան տարածքներում համաշխարհային կարևորության իրադարձություններ են հասունանում: Ստեղծվում է անկախ Քրդստան, Թուրքիան ապակայունանում է, իսկ Հյուսիսային Կովկասում առաջին անգամ պատմության մեջ իսլամիզմը դառնում է կառավարման գաղափարախոսական առանցք: Դա հղի է մեծագույն վտանգներով՝ հատկապես երրորդ չեչենական պատերազմով, որ կարող է ընդհանրապես Ռուսաստանին ծանրագույն վիճակի մեջ դնել: Այս աշխարահամասին ընդհանրապես տարածաշրջանային մեծ աղետներ են սպառնում: Այս պայմաններում միաբևեռ, միամետ արտաքին քաղաքականությունն ուղղակի կործանարար կարող է լինել:
