Հայաստանում մահվան ելքով վթարներն այնքան են հաճախակիացել, որ դառնում են դեմոգրաֆիական խնդրի պատճառներից մեկը: Արագաչափերն ու տեսախցիկները չեն օգնում վթարների նվազմանը: Ավելին ՝ մայրուղիներից վթարները սկսել են տեղափոխվել մայրաքաղաք Երևանի փողոցներ: Պատճառներն էլ առավել քան պարզ են: Վարորդական իրավունքի տրամադրում կասկածելի պայմաններում, սիմվոլիկ տեխնիկական զննումներ, ճանապարհների, ճանապարհային նշանների ոչ բարվոք վիճակ, արագաչափերի ու տեսախցիկների անգործություն: 

Անդրադառնանք վերջիններին: Ինչի՞ համար են արագաչափերն ու տեսախցիկները: Պատասխանը պարզ է ՝ խախտումներն ավտոմատ կերպով ֆիքսելու և պատժելու համար: Պատժել ֆինանսապես, որպեսզի վարորդներն ավելի բարեխիղճ վարեն: Այսքանը: Պատժի ինստիտուտը, որ ցանկացած պետության կենսական գործիքներից մեկն է, գործում է թերի: Ստացվում է, եթե օրինակ ի վիճակի ես վճարել, կարող ես խախտել երթևեկության կանոնները: Եթե ի վիճակի ես շատ վճարել, կարող ես խախտել անվերջ: Որևէ այլ բան, բացի գումար վճարելուց խախտողին չի սպառնում:

Եվ սա այն դեպքում, երբ բազմաթիվ երկրներում, որտեղ ևս կան արագաչափեր ու տեսախցիկներ, միայն խախտման համար վճարելով հարցը չի փակվում: Մշակվում են խախտումների բալային համակարգեր, որի արդյունքում օրինախախտ վարորդները ոչ միայն զրկվում են գումարից, այլ զրկվում են վարելու իրավունքից և մինչև նորից չեն ստանում վարորդական իրավունք, չեն շարունակում վարել: 

Պատժի ինստիտուտը նոր բան չէ, այն ցանկացած պետության կարևորագույն հասարակական վերահսկման ու կարգավորման գործիքներից է: Այն ներմուծել միայն մեկ ուղղությամբ, նշանակում է ստանալ հակառակ էֆեկտ: Պատահական չէ, որ արագաչափերը, որ լավ նպատակի համար են դրված, ընկալվում են ուղղակի փողի հափշտակման օրինական միջոց: Եվ այդպես կլինի, քանի դեռ խախտումների համար կպատժվեն բացառապես գումար վճարելով:
