Tert.am-ի հարցմանն ի պատասխան Վրաստանի Պաշտպանության նախարարության Ռազմավարական հաղորդակցության և հանրային հարցերի բաժնից տեղեկացրել են, որ «Հրավերի պաշտոնական նամակն ստանալուց հետո Հայաստանի Զինված ուժերի երկու ներկայացուցիչ այցելել են Վրաստանում կայացած վերջնական ծրագրման համաժողովին (2017, հուլիսի 10-13) և հաստատել են 3 հայ սպաների մասնակցությունը բազմազգ զորավարժություններին»: Այս պատասխանը ևս մեկ անգամ գալիս է փաստելու, որ հայկական կողմի չմասնակցության որոշումը կայացվել է վերջին պահին: 

Սրան հակառակ, պաշտպանության ոլորտի ու իշխանության այլ ներկայացուցիչներ կամ չէին մեկնաբանում, կամ էլ մեկնաբանում էին ՝ նշելով, որ Հայաստանը չի հաստատել իր մասնակցությունը, զորավարժությունն այդքան էլ կարևոր չէ և այլն: Հասկանալի է, թե ինչու իշխանության ներկայացուցիչները չեն նշում իրական պատճառը և փորձում են լղոզել պատասխանը: Նույնիսկ վրացական կողմի պաշտոնական հավաստիացումներից հետո նրանք շարունակելու են պնդել նույնը: 

Նմանատիպ իրավիճակ էր նաև 2013 աշնանը, երբ սեպտեմբերի 3-ի մեկ գիշերվա բեկումնային որոշումից հետո իշխանություններն ամեն կերպ փորձում էին հիմնավորել Մաքսային միություն մտնելու պատմական նշանակությունը: Այլ բան նրանք անել չէին կարող և չեն կարող նաև հիմա, որովվհետև եթե պաշտոններ են զբաղեցնում գործող խաղի կանոնների այս համակարգում, որտեղ որոշումները կայացվում են կուլիսներում, շատ նեղ միջավայրում և շատ կտրուկ, նրանք ունակ են միայն լղոզել իրականությունը, բայց ազդել դրա վրա չեն կարող:

Եվ կարևոր չեն այն պնդումները, թե իբր Հայաստանը դիվանագիտական ճկունություն է դրսևորել չմասնակցելով զորավարժություններին ու այդ քայլը որպես լավություն Ռուսաստանի վրա վաճառելով, որպեսզի վերջինս չխոչընդոտի շրջանակային պայմանագրի ստորագրմանը: Կարևոր չէ նաև այն ՝ ստիպե՞լ են Մոսկվայից, թե՞ ոչ: Կարևորն այն է, որ Հայաստանի ընդհանուր վարքագիծը թե հասարակության, թե արտաքին աշխարհի համար դառնում է անկանխատեսելի ու անինքնավստահ: Եվ այս վարքագիծը դառնում է դիագնոզ Հայաստանի ներքին ու արտաքին ընկալման համար:
