Ֆիլադելֆիայի բնակիչներին ընտրություններում 10 հազար դոլար շահումով վիճակախաղ են խոստանում

Առաջիկա տեղական ընտրությունների ժամանակ քաղաքացիներին ընտրատեղամասեր բերելու արտասովոր միջոց են մտածել ԱՄՆ-ի Ֆիլադելֆիա քաղաքի (Փենսիլվանիայի նահանգ) իշխանությունները: Պաշտոնյաները հայտարարել են դրամական վիճակախաղ անցկացնելու մասին, որին կարող Է մասնակցել յուրաքանչյուր ընտրող, ով այս նոյեմբերին կմասնակցի քվեարկությանը:
Վիճակախաղի մրցանակը՝ 10 հազար դոլարը, բաժին կհասնի միայն մեկ երջանիկի: Ֆիլադելֆիայի վարչակազմն այս քայլին ստիպված Է գնալ ընտողների՝ տարեցտարի աճող պասիվության պատճառով, որոնք ավելի ու ավելի մեծ մասշտաբներով են անտեսում իրենց քաղաքացիական պարտքը եւ պարզապես չեն գալիս ընտրություններին: Եթե 1971 թվականի տեղական հանրահարցմանը մասնակցությունը կազմել Էր 77 տոկոս, ապա 2011 թվականի ընտրությունների ժամանակ ընտրատեղամասեր Էր եկել Ֆիլադելֆիայում գրանցված ընտրողների միայն 20 տոկոսը:
Կամաարտահայտման մասնակիցների շրջանում վիճակախաղի անցկացման նախաձեռնողներն են դարձել «Ֆիլադելֆիա սիթիզըն» տեղական թերթի հիմնադիրներ Լարի Փլաթը եւ Աջայ Ռաջուն, որոնց խոսքով՝ իրենց քաղաքը «քաղաքացիական մասնակցության իսկական ճգնաժամ Է ապրում»: Ֆիլադելֆիայի իշխանությունները, որոնք ընդունում են տեղի բնակիչների քաղաքական խիստ պասիվությունը, որոշել են պաշտպանել այդ գաղափարը՝ պաշտոնապես «օրհնելով» այն: «Հուսահատ վիճակը հուսահատ միջոցներ Է պահանջում»,-նշել Է քաղաքային օրենսդիր Սեմ Քաթցը, որն ավելի վաղ երեք անգամ Õ �ռաջադրվել Է քաղաքապետի պաշտոնի համար, բայց բոլոր երեք անգամներն Էլ պարտվել Է:
Ինչպես նշվում Է, վիճակախաղի հաղթողի շահումը վճարվելու Է մասնավոր ֆոնդից, որը հիմնվել Է Ռաջուի եւ նրա կնոջ կողմից, ուստի քաղաքի բյուջեն չի տուժի: Փլաթի եւ Ռաջուի խոսքով՝ քվեարկության օրը՝ նոյեմբերի 3-ին, իրենք համակարգչի օգնությամբ «պատահականորեն» կընտրեն ընտրատեղամասերից մեկը, ինչից հետո նշված գումարի չեկով կմեկնեն այնտեղ եւ այն կհանձնեն առաջին մարդուն, ով իրենց ներկայությամբ ձայնը կտա այս կամ այն թեկնածուին, հաղորդել Է ՏԱՍՍ-ը:
