Ներդրումային բումի վրա վարչապետությունը ստանձնած Կարեն Կարապետյանի գործերը կարծես թե այդքան էլ լավ չեն ընթանում: Խոսքը վիճակագրական վերջին ցուցանիշների մասին է որոնք ցույց են տալիս որ Հայասան ներդրումային հոսքը չի աճել այնքան, որպեսզի երրում ռեալ փոփոխությունների մասին հնարավոր լինի խոսել: Իսկ Կարապետյանի վարչապետության հիմնական խաղադրույքն այն էր, որ նա օգտագործելու էր իր ռուսական կապերն ու Հայաստան ներդրում էր բերելու ՝ արագ և կանխիկ գումարի տեսքով:

Ներդրումների առատություն, հատկապես դեպի Ռուսասան մենք չեն տեսնում: Ընդհակառակը, տեսնում ենք, որ հեռանկարային թվացող հայ-իրանական գազային հարաբերություններում ակնհայտ դանդաղում կա: Իսկ սա նշանակում է, որ Հայաստանը շարունակում է միագիծ կերպով կախված մնալ ռուսական գազի հեռանկարներից: Սա ոչ պակաս ներդրում է բայց Ռուսաստանի տնտեսության ու Կարապետյանի հարազատ Գազպրոմի մեջ: 

Մյուս կողմից, ինչու՞ բերել ներդրումներ, եթե ակնհայտ է, որ այդ ներդրումներն ուժեղացնելու են Հայասանը, ասել է թե լեգիտիմություն են հաղորդելու իշխանությանն ու դրա մասնաբաժնի ահռելի մասը կառավարող Սարգսյանին:: Մանավանդ, եթե դրած է իշխանություն լինել-չլինելու, վարչապտ մնալ-չմնալու հարցը: Ներդրում բերել, կնշանակի շունչ տալ գործող համակարգին ու ապահովել դրան հավելյալ կենսունակությամբ, ինչն էլ կնշանակի, որ լավագույն դեպքում Կարապետյանը կարող է մնալ պարզապես առաջին դասի հանրապետական, փոխվարչապետ,, բայց ոչ երբեք երկրի թիվ մեկ քաղաքական գործիչ:
Այս իմաստով ներդրումներ բերելու ռազմավարությունը ուղղակիորեն հակասում է Կարապետյանի վերարտադրման ռազմավարությանը: Ընդհակառակը, նրա քաղաքական կենսունակությանհամար առավել ձեռնտու է երիցս սպառել արդեն իսկ սպառված տնտեսական համաարգը, նոր ճգնաժամներ առաջացնել և վերջում էլ դա մատուցել ՝ որ իրեն չեն թողնում աշխատել: Ճիշտ են արդյոք այդ փաստարկները ՝ հանրային համակրանքի համար դա կարևոր չէ: Ընդդիմության ձեռամբ սյուժեն հստակկ դերակատարներ ունի ՝ Կարապետանը հերոսն է, Սարգսյանը ՝ հակահերոսը: Իսկ այս ամենի քաղաքական պատասխանատվությունը բումերանգի էֆեկտով ընկնում է իշխանության ու հատկապես դրանում միշտ առանցքային դեր ունեցած Սարգսյանի վրա, որ քաղաքկան պրոցեսները ապահանրայնացրել ու դարձրել է ստերիլ ներկուլիսային գործընթաց: Եվ հիմա չունի որևէ հենարան այդ կուլիսներից դուրս, ի տարբերություն իր մրցակից Կարապետյանի, ում գոնե արտաքին տեսքի համար համակրում է հայ կանանց կեսից ավելին:
