Հայաստանը ` գործիք և կամակատար Ռուսաստանի համար

Հանգստյան օրերին ամենա քննարկվող լուրը այն էր, որ Վրաստանում մեկնարկած «Agile Spirit 2017» բազմազգ զորավարժություններին Հայաստանը վերջին պահին հրաժարվել է մասնակցել։ Թե ինչու է Հայաստանը հրաժարվել մասնակցել «Agile Spirit 2017» զորավարժություններին, NEWS.am կայքը փորձել է պարզաբանում ստանալ ՀՀ պաշտպանության նախարարի մամուլի քարտուղար Արծրուն Հովհաննիսյանից, որը, սակայն, չի ցանկացել մեկնաբանել ՊՆ-ի այդ որոշումը։ «Ես չեմ մեկնաբանում»,- նշել է Հովհաննիսյանը։ Իսկապես : Ինչ մեկնաբանի մամլո խոսնակը, որն այս պարագայում որևէ քաղաքական լծակ չունի իրավիճակի վրա ազդելու: Նույնիսկ իր անմիջական ղեկավարն ու ղեկավարի ղեկավարը չունեն: Գուցե ավելի շատ են տեղյակ չ մասնակցության պատճառներից, բայց միայն տեղյակ են և ինչպես Հովհաննիսյանը կրկին որև էլ ծակ չունեն:
Իսկ տեղի է ունենում հետևյալը: Ինչպես 2013թ. սեպտեմբերին, այդպես էլ այս տարվա սեպտեմբերին Հայաստանը դառնում է գործիք Ռուսաստանի ձեռքին ` Արևմուտքի դեմ քաղաքական հակամարտության դրսևորումներում: Եթե ինչ-որ մեկին թվում է, թե Հայաստանն այնքան արժեքավոր ռեսուրս էր, որ կարիք կար նրան Մաքսային միության, այնուհետ ԵԱՏՄ անդամ դարձնել, ապա սխալվում է: Հայաստանն առ ցայդմիությունմ տնելու էլ սկզբունքային հարցերում կատարում էր Ռուսաստանի պահանջները: Ավելին, նույնիսկ հիմա, մասնակցելով ՆԱՏՕ զորավարժություններին, Հայաստանը շարունակելու էր իր բախտը կապած պահել ռուս զինվորի «սապոգին»: Հայաստանը նախկինում բազմիցս մասնակցել է ՆԱՏՕ զորավարժություններին: Վերջին զորավարժությունը ոչ հեռավոր անցյալում էր ուռուսական կողմը կարծես թե չի ընդդիմացել:
ԻսկՀայաստանի չմասնակցության պատճառը ԱՄՆ հետ Ռուսաստանի թարմդիվանագիտական սկանդալն է ` թեժացող պատժամիջոցների կոնտեքստում: ԵվայսզորավարժությանըՀայաստանին չթողնելով մասնակցել, Ռուսաստանը բացառապես քարոզչական ու հոգեբանական ճնշում է ցույց տալիս: Իսկ 2013-ին այդ հակամարտությունը դեռևս նորութարմ էր ևկարիք եղավ ավելի մեծ, անսպասելի ու սառը ցնցուղի է ֆեկտունեցողհարված հասցնել ` մեկ գիշերում տապալել եվպացիների հետ երկարատև բանակցություններն ու Հայաստանին դարձնել Մաքսային միության անդամ:
Եվ այդպես լինելու է այնքան ժամանակ, քանի դեռ Հայաստանի բոլոր իշխանությունները այս կամ այն կերպ վախվորում են հայացքը հյուսիսից կտրել, իսկ նույնսկ երկրի արևմտամետ ուժերը կարևոր պահերին չեն կարողանում հստակ դիրք որոշ ում ընդունել: ԵԼՔ-ն, օրինակ, շարունակում է զբաղվել փողոցների անվանափոխություններով, բայց զորավարժությանը չմասնակցելու մասին հարցա պնդումներով դժվար զբաղվի:
