«Դիլիջան ազգային պարկի» տնօրենին մեղադրանք է առաջարդվել ապօրինի ծառահատումների գործով

Բազմակողմանի, լրիվ և օբյեկտիվ նախաքննության նպատակով ՀՀ գլխավոր դատախազի կողմից ՀՀ հատուկ քննչական ծառայության քննիչի վարույթին հանձնված քրեական գործի քննությամբ հիմնավորվել է, որ Աշոտ Դավթյանը, զբաղեցնելով ՀՀ բնապահպանության նախարարության համակարգում գործող «Դիլիջան» ազգային պարկ» ՊՈԱԿ-ի տնօրենի պաշտոնը, չարաշահել է իր պաշտոնեական դիրքն ու կեղծիք կատարել: ՊՈԱԿ-ի ղեկավարն իր աշխատակիցներին անտառխախտման կեղծ արձանագրություններ կազմելու ապօրինի հանձնարարություններ է տվել, այնուհետև ստորագրել դրանք` այդպիսով ամբողջացնելով և հավաստելով կեղծ փաստաթղթերի կազմման գործընթացը:

Այս մասին տեղեկացնում է ՀՔԾ լրատվական ծառայությունը։

Այսպես, 2014 թվականի հուլիս-օգոստոս ամիսներին ՀՀ բնապահպանության նախարարության աշխատակիցների կողմից իրականացված ստուգումների արդյունքում «Դիլիջան» ազգային պարկ» ՊՈԱԿ-ում հայտնաբերվել են մեծաքանակ ապօրինի հատված ծառեր, որի հետևանքով պետությանը պատճառվել է 67.604.750 ՀՀ դրամի վնաս: Սակայն հայտնաբերված անտառխախտումների իրական քանակը և իր ղեկավարած կազմակերպության աշխատանքներում տեղ գտած թերություններն ու բացթողումները քողարկելու անձնական շահագրգռվածությունից ելնելով՝ Աշոտ Դավթյանը չարաշահել է իր պաշտոնեական լիազորությունները: Մասնավորապես, վերջինս ՊՈԱԿ-ի «Հաղարծինի» տեղամասի պետ Ն. Ս.-ին հանձնարարել է հայտնաբերված ապօրինի հատված ծառերից 45-ի համար կազմել անտառխախտման կեղծ արձանագրություններ: Այդ նպատակով` հիշյալ տեղամասի 9 տեսուչներ կազմել են համապատասխան արձանագրություններ, որոնցում մտցրել են իբրև անտառխախտում կատարած, սակայն իրականում դրա հետ առնչություն չունեցած, այդ թվում` մահացած անձանց տվյալներ:

Այնուհետև ՊՈԱԿ-ի տնօրեն Աշոտ Դավթյանն անձամբ ստորագրել և կնիքել է հիշյալ պաշտոնական փաստաթղթերը` դրանք դնելով շրջանառության մեջ: Նշված փաստաթղթերի հիման վրա ՀՀ բնապահպանության նախարարությունում կազմվել է համապատասխան ստուգման ակտ, որով «Հաղարծինի» տեղամասում արձանագրված ապօրինի հատված ծառերի թիվը պակասեցվել է 45-ով:

Աշոտ Դավթյանի` վերը նշված հանցավոր գործողությունների հետևանքով էական վնաս է հասցվել պետության օրինական շահերին՝ ավելի քան 7 մլն ՀՀ դրամի չափով պակաս է հաշվարկվել բնությանը պատճառված վնասը, և ժամանակին միջոցներ չեն ձեռնարկվել հանցագործության դեպքը բացահայտելու ուղղությամբ: Բացի այդ, խաթարվել է «Դիլիջան» ազգային պարկ» ՊՈԱԿ-ի բնականոն գործունեությունը, ինչպես նաև հեղինակազրկվել պետական մարմինը՝ ՀՀ բնապահպանության նախարարությունը:

Այսպիսով, պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելու և պաշտոնեական կեղծիք կատարելու համար Աշոտ Դավթյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 308-րդ և 314-րդ հոդվածների 1-ին մասերով: Քրեական գործի նախաքննությունն ավարտվել է:
