Կարապետյանն օպտիմալացնում է Սարգսյանի ռեսուրսը, ավելացնում՝ գազավիկներին

Վարչապետը հաճախ է սիրում խոսել օպտիմալացման մասին: Օպտիմալացումը վարչապետի հայեցակարգում կենտրոնական տեղ ունի: Այն ներկայացվում է որպես արդյունավետության բարձրացման գործիք: Թե ինչքանով է բարձրանում արդունավետությունը, ինչպես են օպտիմալացվածները համալրում գործազուրկների թիվը, այդպիսով, դառնալով լրացուցիչ սոցիալական բեռ կառավարության համար, դա հարցի այլ կողմն է: Օպտիմալացման մասին մենք կկարողանայինք խոսել, եթե այն լիներ իսկապես կոնցեպտուալ վարչապետի գործիքակազմում: Սակայն այդ գործիքը կիրառվում է ընտրողաբար և խտրականորեն, ինչը թույլ է տալիս ենթադրել, որ խոսքը ոչ թե օպտիմալացման, այլ ընդամենը կադրերի տեղաշարժի մասին է, որ պիտի ծառայի ներքաղաքական ինտրիգներում Կարապետյանի դիրքի ուժեղացմանը:
Հրապարակ օրաթերթը գրել էր, որ Սննդի անվտանգության պետական ծառայությունում հաստիքներ են ավելանում: Աշխատողների թիվն ավելացել է 60-ով՝ 280 հոգուց դառնալով 340: Գումարային տեսքով այդ 60 հաստիքը պետական բյուջեի վրա կարժենա մոտ 150 մլն. դրամ: ՍԱՊԾ պետի խորհրդականների թիվն է ավելացվել՝ երկուսի փոխարեն այժմ նրան խորհուրդ կտա երեք անձ, որոնցից և ոչ մեկը սննդի մասնագետ չէ: Մեկը ներկայում մեր կառավարման համակարգում մեծ պահանջարկ վայելող «գազավիկների» դասից է՝ Եղիշե Մարգարյանը, որը գազի սպասարկման գրասենյակի նախկին աշխատող է, հետո «Բելիսս» ընկերություն բացեց և ՀԷՑ-ի մատակարարներից էր դեռևս Գլադունչիկի ժամանակներից: Վիկտոր Միքայելյանը վերջին տարիներին «Ղ-Տելեկոմ» ՓԲԸ-ում է աշխատել, իսկ երրորդը՝ Հովհաննես Նավասարդյանը, բանկային մասնագետ է` Արդշինբանկի, Զարգացման հայկական բանկի և Կենտրոնական դեպոզիտարիայից եկած: Ներքին աուդիտի վարչությունն է «բազմացել»` գրեթե եռապատկվել, 4 հաստիքի փոխարեն 11 աշխատող կա այստեղ: Պետն Իշխան Կարապետյանի կուրսեցի Արայիկ Քուրդյանն է:
Իսկապես, այն ոլորտները, որտեղ ներկայացված են Կարապետյանի անմիջական կադրերը, օպտիմալացման տակ չեն ընկնում, ընդհակառակը ՝ ավելանում է հաստիքների քանակը: Ընդ որում ՝ ոչ մասնագետներով: Մի բան է նախարար փոխել, մեկ այլ բան` հիմնովին վերափոխել համակարգի միջին օղակները ՝ չունենալով բավական կադրային պաշար:
