Ռուսաստանի հիվանդագին կայսերականության թիրախում Հայաստանն ու Արցախն են: Ռուսական Ռեգնումը գրում է, որ Հայաստանում ռուսական սահմանապահ ուժերն իրենց հայաստանցի կոլեգաների հետ ուսումնական առաջադրանք են իրականացնում Իրան-Արցախ սահմանին: Ուսումնական առաջադրանքի թիրախն իբր Իրանից Արցախ հնարավոր ոչ լեգալ ներթափանցումների դեմ պայքարն է : Ռուսական կողմը սա հիմնավորում է Մերձավոր Արևելքում իրավիճակի թեժացման վտանգով,  ինչպես նաև Իրանում ապրող ադրբեջանցիների և Ադրբեջանում ապրող ադրբեջանցիների միջև ազգակցական ինտենսիվ շփումներից բխող մարտահրավերներով: Փաստացի առաջին անգամ ռուսական ուժայինները զբաղվում են նաև Արցախի անվտանգությամբ և դա անում են ոչ թե Ադրբեջանի դեմ, այլ Իրանի:

Վերջերս էլ Վլադիմիր Ժիրինովսկու Լիբերալ-դեմոկրատական կուսակցության Բարձրագույն խորհրդի անդամ, Ռուսաստանի Պետդումայի կրթության և գիտության կոմիտեի փոխնախագահ Բորիս Չեռնիշովը մտադիր է մոտ ապագայում Մոսկվայում նախաձեռնել չճանաչված հանրապետությունների իրավապաշտպան կազմակերպությունների ներկայացուցիչների համագումար: Չեռնիշովը հիմնավորում էր, թե Արցախում մարդու իրավունքները խախտվում են և այդ հարցով պետք է զբաղվել:

Ռուսները գնալով փորձում են ընդլայնել իրենց ներկայության հիմքերն Արցախում՝ թե այսպես ասած ներքաղաքական, թե ռազմական առումով: Հիմք է նախապատրաստվում Արցախում խաղաղապահ զորք տեղակայելու համար, որը ռուսների վաղեմի երազանքն է ՝ ապրիլյան պատերազմից սկսած: Ըստ էության հենց այս մասին են զրուցել Պուտինն ու Սարգսյանը, այլապես Հոգլանդն այդքան կտրուկ ու արագ չէր հիշեցնի ղարաբաղյան կոնֆլիկտի կարգավորման ընդհանուր նորմերի մասին:

Մնում է հասկանալ Հայաստանի դիրքորոշումը: Հայաստանը դե՞մ է, թե՞ դիմադրելու է, դե՞մ է, բայց դիմադրելու ռեսուրս չունի՞: Այս կոնտեքստում է նաև ԱՄՆ դեսպան Միլսի սթափեցումը, որ մեր իշխանություններին քաղաքական կամք ցուցաբերելու ուղերձ էր պարունակում:
