ՀՀԿ պատգամավորները ահազանգել են ժողովրդագրական խնդիրները, առաջարկվել է ստեղծել ինչ որ մարմին, որը պետք է զբաղվի վիճակը բարելավելու հարցերով: Սամվել Ֆարմանյանը նույնիսկ առաջարկել է այդ խնդիրը դարձնել կառավարության աշխատանքի գնահատման չափանիշ:

 

ՀՀԿ-ի այս առաջարկները տարբեր կերպ են մեկնաբանվում: Կա տեսակետ, որ սա ներիշխանական հակասությունների արտահայտություն է, երբ կառավարության առջեւ դրվում է այնպիսի խնդիր, երբ տապալումն անխուսափելի է: Կա կարծիք, որ այս առաջարկներն արվում են Սերժ Սարգսյանի հայտարարության համատեքստում, ով Հայաստանի ապագայի իր տեսլականում բնակչությունը սահմանել էր 4 միլիոն:

 

Մյուս կողմից, կա մի կարեւոր հանգամանք, որը վերը թվարկվածի հետ ամբողջացնում է պատկերը եւ գուցե առաջնայինն է:

 

Բանն այն է, որ արտագաղթն ու ժողովրդագրական ներկայիս իրավիճակը սկսել է հարվածել արդեն քրեա-օլիգարխիայի դիրքերին: Անցյալ տարիներին իշխանությունը փաստացի խրախուսում էր արտագաղթն ու արտագնա աշխատանքի զանգվածային մեկնումները թե ուղիղ, թե անուղղակի իմաստով: Իշխանության, տնտեսա-քաղաքական համակարգի բնույթն ինքնին «արտագաղթածին» է, քանի որ այն բացառում է ազատ տնտեսական մեկնարկային պայմաններն ու մրցակցությունը, տնտեսական ու տեխնոլոգիական զարգացումը:

 

Արտագաղթը մի կողմից հնարավորություն էր տալիս «արտահանել» նաեւ հնարավոր բունտերը, որը խոստովանել էր նախկին վարչապետ Տիգրան Սարգսյանը, մյուս կողմից՝ արտերկրից ուղարկված գումարներով ապահովել համակարգի կենսագործունեությունը: Համակարգը մակաբուծում էր միանգամից երկու ռեսուրսի՝ տրանսֆերտների ու արտաքին ֆինանսական այլ ներարկումների՝ վարկերի, դրամաշնորհների հաշվին:

 

Հիմա երկու աղբյուրներն էլ ցամաքում են. Արտաքին ֆինանսական հատկացումները նվազել ու դարձել են ավելի «թիրախային» ու վերահսկվող, իսկ տրանսֆերտների խնդիրը գնալով խորանում է. Ռուսաստանի դեմ նոր պատժամիջոցները այդ երկրում սրել են տնտեսական խնդիրները, աշխատանքի ծավալն ու վարձատրությունը նվազել են, բացի այդ, հայ միգրանտներից շատերն արդեն ընտանիքներն են տանում:

 

Համակարգին հաջողվում է ինչ որ վերադասավորումներով ու զոհաբերություններով «օպտիմալացվել», սակայն նույնիսկ այդ դեպքում իշխանությունն ու արտոնյալ դիրքերը պահելը սկսել է ավելի շատ ռեսուրս խլել՝ գրեթե զրոյական «վերադարձելիության» ֆոնին:

 

Խնդիրը միայն հանրության գնողունակությունը չէ, ինչպես նաեւ գնողների քանակը: Իրավիճակը հասել է այն կրիտիկական կետին, երբ երկրից հեռանում են նաեւ քիչ թե շատ ապահովված շերտերը: Իսկ այսպես կոչված «միջին խավի» վերացումը համակարգը թողնում է օդում կախված թե նյութական, թե մասնագիտական ու այլ առումներով:

 

Այս պայմաններում, վերանում են այն կապող թելերն ու խողովակները, որոնք քրեա-օլիգարխիային հնարավորություն էին տալիս խուսափել ուղիղ քաղաքական, նյութական, բարոյական պատասխանատվությունից երկրի պաշտպանության, անվտանգության, տնտեսական զարգացման եւ այլ ոլորտներում, պահելով արտոնություններն ու քվոտաները:

 

Նեխած համակարգին նոր «արյուն է» պետք: Երկրի ժողովրդագրական վիճակը կարող է բարելավվել միայն այն դեպքում, եթե չլինի ներկայիս տնտեսա-քաղաքական համակարգն իր հաստատած կանոններով: Եթե իհարկե մտադիր չեն Հայաստանը բնակեցնել վիետնամցիներով:
