ԵԽԽՎ Միսնկի խմբի արդեն նախկին ամերիկացի համանախագահ՝ Հոգլանդի հայտարարությունը, որն արվել էր Պուտին-Սարգսյան հանդիպման ավարտին զուգահեռ, քննարկումների տեղի տվեց: Քննարկումների հիմնական թիրախը Հոգլանդի հնչեցրած հայտարարության բովանդակությունն էր, որը կրկին «ցնցել էր» քննարկողներին: Խոսքը Մադրիդյան սկզբունքների կամ վայ-հայրենասերների լեզվով ասած ՝ հող հանձնելու մասին էր: Քննարկվում էր հիմնականում հայտարարության այդ մեկնաբանությունը:

Իրականում հայտարարության մեջ որևէ նորույթ չկար, որ կզարմացներ մեզ ու կբացահայտեր Մինսկի խմբի կամ ԱՄՆ դիրքորոշումը: Առավել կարևոր էր ոչ թե հայտարարության բովանդակությունը, այլ տեղն ու ժամը ՝ Պուտին-Սարգսյան, Ալիև-Էրդողան հանդիպումներին զուգահեռ: Իսկ հայտարարության մեխն այն էր, որ բոլոր կողմերի միջև վստահության առկայության ու համատեղ մասնակցության դեպքում միայն կարող են ստեղծվել անվտանգության երաշխիքներ:

Եվ այս դեպքում Հոգլանդը արտահայտում էր ոչ այդքան Մինսկի խմբի, որքան ԱՄՆ դիրքորոշումը ՝ ուղղված Պուտինի կողմից հնարավոր ճնշումներին՝ Սարգսյանի դեմ և Լավրովի պլանի վերաթարմացմանը: Պուտինը ևս սա շատ լավ հասկանում է ու նման հանդիպումներում ու դրանց հաջորդող հայտարարություններում, տեղեկատվական արտահոսքերում փորձում է տարածաշրջանում որոշողի ամպլուայի մեջ մնալ: Հոգլանդն էլ ցույց է տալիս ԱՄՆ-ի շահը և հասկացնում, որ առանց համակողմանի համաձայնեցման հնարավոր չի լինելու այս հարցը լուծել: 

Այսքանից հետո, Հայաստանում քննարկում են՝ արդյո՞ք Հոգլանդի հայտարարությունից բխում է, որ մենք հող ենք հանձնելու, թե՝ ոչ: Նման պրիմիտիվ քննարկումները հասարակությանը դարձնում են էլ ավելի անպատրաստ միջազգային զարգացումներին, քան ընդհանրապես կարելի է պատկերացնել:
