Սույն թվականի հուլիսի 6-ին տեղացած կարկուտը, որը ոչ միայն ավիրեց հանրապետության մարզերի բերքն ու բարիքը, այլև ևս մեկ անգամ հարվածեց նախկին հարվածներից վաղուց կքած գյուղացու գրպանին, դարձավ հերթական չարիքը գյուղացու համար: Վնասը փոխհատուցելու համար կառավարությունն իր հերթական նիստի ժամանակ որոշում կայացրեց 80-ից 100 %-ով տուժած այգիներին փոխհատուցում տալ:

Որոշումից հետո բոլոր գյուղերում սկսվեց գույքագրման գործընթաց: Կազմվեցին հանձնաժողովներ, որոնց անդամները, մեկ-մեկ շրջելով բոլոր այգիներով, գույքագրեցին, թե որ տնտեսությունն ինչ չափով է տուժել: Ամեն ինչ գրվեց, ամեն ինչ հաշվարկվեց, կազմվեց արձանագրություն, որին հաջորդեց եղածը մարզպետարաններին ներկայացնելու գործընթացը: Ու հենց այստեղից էլ սկսվեց կեղծիքի կծիկը:

Պարզվում է՝ կառավարության որոշումից անտեղյակ համայնքապետերին մարպետարաններում ասել են, թե Կառավարությունը մինչև 80 տոկոս վնասն է փոխհատուցելու, եթե ավել լինի` գումարը չեն տա: Եվ առաջարկել են տեղում նոր արձանագրություն կազմել, գրել, այսպես ասած, «հատուցման» ենթակա մշակաբույսերի անուններ: Կարճ ասած, անտեղյակ համայնքապետերին խաբել են, առաջարկել են ցուցակները փոխել ու ստորագրել այն արձանագրության տակ, որի պարագայում, իբր թե, կառավարությունը փոխհատուցում կտրամադրի:

Մարզպետարանում կազմված ցուցակում փոխված են և՛ մշակաբույսերի անունները, և՛չափը: Ներկայացված փաստաթղթերում հստակ երևում է, թե իրականում ինչքան է եղել վնասի չափը, իսկ հետագայում՝ ինչպես է այն փոխվել և ներկայացվել վերևներին: Հիմա հարց՝ կարծում եք միայն մի համայնքո՞ւմ է նման բան եղել: Իսկ մենք պնդում ենք, որ չի բացառվում, որ երևույթը համատարած բնույթ է կրել, որի մասին շատերը ստիպված լռում են:
