Այսօր գործադիրը որոշեց շարունակել փոխհատուցել սիրիահայ ուսանողների ուսման վարձավճարները: Սիրիահայերին հայաստանյան հանրություն ինտեգրելուն ուղղված ծրագրերն ու միջոցառումները, նրանց հիմնահարցերը շարունակում են մնալ արդիական: Կառավարության որոշմամբ սիրիահայ ուսանողների 2015-2016թթ. ուստարվա վարձավճարի մասնակի փոխհատուցման համար պետբյուջեից կհատկացվի 24,656.0 հազ. դրամ:

Ուսման վարձավճարի փոխհատուցումը սիրիահայ ընտանիքների, երիտասարդների սոցիալական, թերևս, ամենահրատապ և շարունակական լուծում պահանջող հիմնահարցերից է: Մշտապես անհանգստացնող է նաև սիրիահայերի աշխատանքային զբաղվածության խնդիրը: Հազարավոր սիրիահայեր, գալով Հայաստան, իրենց բիզնեսը, գործարար նախագծերը Հայաստան տեղափոխելու հետ կապված խնդիրներ ունեցան: Նրանց ինտեգրմանն ուղղված պետական ծրագրերը գործում են 2012 թվականից:

Այդ գործում մեծ է Փոքր և միջին բիզնեսի զարգացման ազգային կենտրոնի շրջանակներում տարվող աշխատանքը: 2012-2014թթ. իրականացվել է 8 «Սկսնակ գործարարների ձեռներեցությանն աջակցության» ծրագիր, որին մասնակցել է ավելի քան 150 սիրիահայ: Ծրագրի ընթացքում մասնակիցները ստանում են շուկայի ուսումնասիրության, վաճառքների կանխատեսման, մարքեթինգային ռազմավարության, կազմակերպչական, կառավարման և արտադրական պլանավորման, կանխիկ դրամական միջոցների հաշվառման և այլ տեսակի գործիքներ, որոնց արդյունքում ունենում են մեկ տարվա համար նախատեսած իրենց վերջնական գործարար ծրագիրը, որոնցից առավել իրատեսական ծրագրերը ֆինանսավորվում են:

Սիրիահայերի համար վարկը տրամադրվում է հատուկ պայմաններով՝ 100% վարկային երաշխիք, 5 մլն ՀՀ դրամ, տարեկան 4% տոկոսադրույքով, 5 տարի մարման ժամկետով: Հիմնականում առաջնայնություն է տրվում արտադրությանն ու ծառայությանը, սակայն, հաշվի առնելով ներկայացնողի ձեռնարկատիրական հատկանիշները, ծրագրի յուրահատկությունը և իրատեսությունը, ֆինանսական աջակցություն կարող են ստանալ նաև այլ ոլորտային ուղղություններ: Աջակցության մեխանիզմները բազմազան են և գնալով դրանք ավելանում են:

Օրինակ՝ 2015թ. 6 ամիս անվճար հաշվապահության տրամադրումն է, աշխատանքներ կտարվեն ապրանքների առաջ մղման, թիրախային հանդիպումների կազմակերպման և խորհրդատվության ուղղություններով: 2013-2014թ. երաշխավորության ընդհանուր գումարը կազմել է մոտ 322 մլն ՀՀ դրամ, որից 267 մլն-ը տրամադրվել է Հայաստանի ՓՄՁ ԶԱԿ հիմնադրամի դրամագլխից, մնացածը՝ ՄԱԿ-ի փախստականների հարցերով հայաստանյան գրասենյակի ֆինանսավորումն է:

Սիրիայում մեր հայրենակիցներն ունեցել են լավ մասնագետների բարի համբավ, որոնց մեծ մասն իր արհեստագործական հմտությունները ժառանգել է պապերից և շարունակել նույն գործը: Տեղափոխվելով Հայաստան՝ նրանք իրենց հետ բերեցին իրենց բիզնեսմշակույթը, աշխատելու ու գործելու ցանկությունը:
