Օգոստոսի 23-ի գիշերը ՝  02:50-ի սահմաններում, ՀՀ ոստիկանությունը Մասիսի հիվանդանոցից ահազանգ է ստացել այն մասին, որ սուր-կտրող ծակող առարկայի կողմից հասցված վնասվածքներով իրենց մոտ է տեղափոխվել ոստիկանության Երևան քաղաքի վարչության պարեկապահակային ծառայության գնդի հրամանատարի տեղակալ, ոստիկանության մայոր Հակոբ Մկրտչյանը: Shamshyan.com կայքի տեղեկություններով՝ դեպքը տեղի է ունեցել Նորագավիթում. Հ. Մկրտչյանը փորձել է կանխել վիճաբանությունը և դանակահարվել է։ Նրան Մասիսի հիվանդանոց է տեղափոխել եղբայրը. պարզվել է, որ նա գտնվում է ծայրահեղ ծանր վիճակում։ Վիրահատությունը տևել է մի քանի ժամ: Բժիշկները հեռացրել են նրա փայծաղը և վիրահատել են թոքը։ 

Ստացվում է, որ ոստիկաններն այլևս խոցելի են դառնում բոլոր կողմերից: Նրանք փաստացի կանգնած են թե՛ քաղաքական, թե՛ հասարակական տրանսֆորմացիաների առաջին ճակատում և առաջինն են կրում այդ տրանսֆորմացիաների դառը հետևանքները: Եթե երկրում կա սոցիալական բունտ, ապա փողոցում ոստիկանությունն է բախվում: Եթե կա զինված խումբ, կրկին զոհասեղանին ոստիկանությունն է: Հիմա էլ արդեն հաճախակիացող հանցագործությունների կենտրոնում հայտնվել է բարձրաստիճան ոստիկան և ծանր վիրավորում ստացել:

Վովա Գասպարյանի համար սա իսկական մարտահրավեր է, շատ բարդ մարտահրավեր: Խոսքը ոչ միայն կոնկրետ դեպքերի մեղավորներին գտնելու ու պատժելու մասին է: Խոսքն ընդհանրապես միտումի առաջը առնելու մասին է: Միտում, որ առաջին հարվածով հենց ոստիկանությանն է խփում, կամ վարկանիշի կամ էլ արդեն ֆիզիկական վնասի տեսքով:

Եվ ամենևին էլ պատահական չէ, որ կոլեգիայի հանդիպումներից մեկի ժամանակ ՀՀ ոստիկանապետը հատուկ ընդգծել էր, որ ոստիկանության մարզային ստորաբաժանումները պիտի հասարակական դժգոհություններին ականջալուր լինեն և փորձեն նախ դրանք լուծել, որպեսզի գործը դիվան բաշուն չհասնի: Գասպարյանը շատ լավ հասկանում է, որ երբ կառավարությունը տնտեսական, իսկ նախագահականը ՝ երկրի առողջացման քաղաքական ծրագիր չունի, ի վերջո իրավիճակը տրանֆորմացվում է հասարակության դժգոհության, ինչն էլ առաջին հերթին բախվում է թե՛ իր և թե՛ համակարգում աշխատող իր ենթակաների վրա:
