Ափսոսում եմ, որ օպտիմալացման ուղղված ցանկացած բիզնես-գործարք լուսաբանվում է կապիտալն արտահանելու համատեքստում: Այս մասին NEWS.am-ի հետ զրույցում նշել է ՀՀ նախկին վարչապետ Հովիկ Աբրահամյանը՝ մեկնաբանելով մամուլի տեղեկությունները, թե ինքը վաճառում է իր ընտանիքի բիզնեսները:

Պարոն Աբրահամյան, վերջին օրերին մամուլը ինտենսիվորեն գրում է, որ Դուք հետեւողականորեն վաճառում եք ձեր ընտանիքին պատկանող բիզնեսները՝ կապիտալն արտերկիր տեղափոխելու համար։ Կարո՞ղ եք հերքել կամ հաստատել այս տեղեկությունները։

Անկեղծ ասած ես էլ եմ նկատել վերջին շրջանում մամուլի ակտիվությունն իմ անձի ու իմ՝ չակերտավոր ծրագրերի շուրջ։ Չգիտեմ ում եմ պարտական այսպիսի ուշադրության համար։ Ամեն դեպքում մի քիչ դժվար է հասկանալ, թե ինչը պետք է հերքվի կամ հաստատվի։ Պետական կառավարման համակարգում երկարամյա ծառայության ընթացքում դադարել էի զբաղվել գործարարությամբ, մի բան, որով շատ արդյունավետ էի զբաղվում տարիներ առաջ։ Հիմա ժամանակ ունեմ, ունեմ շատ գաղափարներ ու աշխատում եմ դրանց իրականացման ուղղությամբ։ Իսկ թե բիզնես ծրագրերի կառավարման արդյունավետության բարձրացման իմ քայլերը ոնց են մեկնաբանվում, դա ուրիշ հարց է, եւ դրանում ես դեր չունեմ։ Ափսոսում եմ, որ օպտիմալացման ուղղված ցանկացած բիզնես-գործարք, չգիտես ինչու, անպայման լուսաբանվում է կապիտալն արտահանելու համատեքստում։ Դա նախ վատ ազդակ է մեր գործարար հանրությանը, եւ երկրորդ՝ անարդար է իմ հանդեպ՝ մարդու, ով մեկ անգամ չէ ապացուցել, որ մինչեւ վերջին բջիջը մեր հողի ու ջրի մասնիկն է։

Պարոն Աբրահամյան, իսկ հետեւո՞ւմ եք երկրի քաղաքական զարգացումներին, կառավարության գործունեությանը։ Ինչպե՞ս եք գնահատում իրավիճակը։

Անկեղծ ասած հիմա քիչ եմ հետեւում, բայց ուրախանում եմ ակնհայտ ձեռքբերումներով։ Ինձ ուրախացրեց, որ ռուսական ներքին անձնագրերով Հայաստան այցելելու հնարավորության պատուհանի բացման՝ դեռ երկու տարի առաջ սկսած մեր ջանքերը, իրավակարգավորման այդ ողջ աշխատանքը վերջապես դրական ավարտ ունեցավ, ինչի արդյունքները, կարծում եմ, արդեն իսկ տեսանելի են։ Հայաստան-Իրան սահմանին ազատ տնտեսական գոտու ստեղծման ուղղությամբ շատ երկար ենք աշխատել, կարծում եմ, շուտով այն լիարժեքորեն կսկսի գործել. դրա արդյունքերն էլ արագ տեսանելի կլինեն։

Անհամբերությամբ եմ սպասում 2014 թվականին ջրամբարաշինությունը գերակա ուղղություն հռչակելու շրջանակում նախաձեռնված կարեւորագույն 4 ջրամբարների կառուցման ծրագրի, առաջին հերթին, իհարկե, արդեն իսկ կառուցման ընթացքում գտնվող Վեդիի ջրամբարի վերջնական հաջողությանը. այդ ծրագրերը երկար ու հետեւողական աշխատանք են պահանջել եւ նույնպես մեծ էֆեկտ են ունենալու։ Նույնը՝ գյուղմթերքների արտահանման լայն ենթակառուցվածքի ձեւավորման դաշտում է։ Ընդհանուր առմամբ դրական սպասելիքներ ունեմ, եթե այս հազվագյուտ արտաքին տնտեսական շատ նպաստավոր միջավայրը չխաթարվի, բոլոր այս ու մյուս նախաձեռնությունները լավ արդյունքներ են տալու։
