The Armenian Interest-ին տված բացառիկ հարցազրույցում փիլիսոփա և քաղաքագետ Ֆրենսիս Ֆուկույաման խոսել է Հայաստանի դիրքի, դերի և հնարավորությունների մասին: Ֆուկույաման նշել է, որ ի տարբերություն Վրաստանի, Հայաստանն ավելի պակաս անկախ է, բայց ավելի շատ է պաշտպանված, որոհետև իրեն կապել է տարածաշրջանում միշտ ներկա Ռուսաստանի հետ: Բացի այդ Ֆուկույաման նշել է, որ Հայաստանում հնարավոր չէ մոդեռնիզացիա և դեմոկրատացում իրականացնել, քանի դեռ կա Ռուսաստանից  այդչափ մեծ կախվածություն, քանի որ կոռումպացված է նաև ռուսական ռեժիմը, որից հնարավոր չէ հեռու դիստանցիա պահպանել:

Ֆուկույամայի փոքրիկ անդրադարձը Հայաստանի դերի և դիրքի մասին հստակ ցույց է տալիս, թե ինչպիսին ենք մենք ընկալվում աշխարհում: Նրա դիտարկումը ոչ միայն քննադատական է, այլ նաև փորձագիտական ու ռացիոնալ է: Փիլիսոփա-քաղաքագետը տեսնում է նաև Հայաստանի դրական կողմը ՝ խիստ կենտրոնացումը բացառապես անվտանգության վրա: Բայց, հետաքրքիր է, որ այս դրական կողմը դառնում է բացասական, երբ խոսքը գնում է այլ սուբյեկտների հետ առևտուր ու համագործակցություն իրականացնելու մասին: 

Իսկ Վրաստանի հետ Հայաստանի համեմատությունն ունի որոշակի նյուանսներ: Խոսքը ոչ միայն Վրաստանի սահմանների, հարևանների հետ հարաբերությունների և ծովային ուղիների մասին է, այլև այն մասին է, որ Վրաստանում ժամանակին չեն խորշել գնալ ռիսկի, կատարել սոցիալական և քաղաքական էքսպերիմենտ, որն իհարկե անվտանգության առումով փխրուն է, բայց զարգացման իմաստով խոստումնալից:

Փխրուն անվտանգության հանգամանքը դրսևորվում է նաև Վրաստան-ՆԱՏՕ հարաբերություններում, որտեղ վերջինս չի շտապում Վրաստանի առաջ մինչև վերջ բացել իր դռները: Հայաստանն ընդհակառակ ամեն ինչ անում է, որպեսզի անվտանգության ներքին ու արտաքին համակարգերը մնան նույնը: Անում է դա Հայաստանի քաղաքական համակարգի, արտաքին համբավի, ժողովրդագրական վիճակի հաշվին: 

Ֆուկույամայի գնահատականն այս իմաստով հույժ կարևոր է: Այդ գնահատականը հակիրճ է և իհարկե հաճելի կլիներ լսել նմանօրինակ մեկնաբանություններ ավելի ծավալուն տեսքով և ոչ միայն Ֆուկույամայից:
