Աբովյանի համայնքապետարանը վարդը գնում է 800 դրամով

Պարզվում է` Աբովյանի համայնքապետարանը 2017 թվականին իր ծաղկային կարիքների, այսինքն՝ ծաղիկներ և ծաղկեպսակներ ձեռք բերելու համար, նախատեսում է 1 մլն 600 հազար դրամ գումար ծախսել:

Համայնքապետարանի և «Աշոտ Ազիզյան Ազատի» ԱՁ-ի միջև կնքված պայմանագրի համաձայն` 2017 թվականի յուրաքանչյուր կիսամյակի ընթացքում պետական կառույցը պատրաստվում է գնել 1000-ական վարդ, յուրաքանչյուրը՝ 800 դրամով: Այսինքն, նշված գումարը ծախսվելու է երկու փուլով, ընդհանուր առմամբ 2000 հատ վարդ տեսակի ծաղիկ գնելու համար:

Եթե հաշվի առնենք, որ առաջին կիսամյակն արդեն ավարտվել է, ապա կարելի է ասել, որ պայմանագրով նախատեսված 1000 հատ վարդն արդեն գնված է, իսկ դրա դիմաց 800 000 դրամ գումարը՝ վճարված: Մնացել է մյուս 1000-ը, որն էլ, ամենայն հավանականությամբ, կգնեն սեպտեմբերի 1-ից և Ամանորից առաջ: Ամենազավեշտալին սակայն, ծաղկի մեկ հատի գինն է, որը տարվա բոլոր ամիսների համար 800 դրամ է: Այստեղից կարող ենք ենթադրել, որ խոսքը երկարապոչ, «հոլանդական» կոչվող տեսակի մասին է:

Անկեղծ ասած, դժվար է պատկերացնել, թե օրինակ ինչու է Աբովյանի համայնքապետարանը որոշել, ասենք, ծաղկեպսակ պատվիրել հենց 800 դրամանոց վարդով, եթե կարելի էր նույնը պատվիրել 150 դրամանոց գերբերա ծաղկով: Եվ ընդհանրապես հետաքրքիր է, թե համայնքային բյուջեի գումարներն ինչու ավելի խնայողաբար չի ծախսվում: Եվ ինքանով է արդարացված նման բաների վրա գումար ծախսելը, եթե նույն համայնքի բազմաթիվ գործազուրկներ, անապահով ու հաշմանդամ մարդիկ, դեռևս շատ ու շատ չլուծված խնդիրներ ունեն:

Պատրաստի վարդ գնելու վրա այդքան գումար ծախսելու փոխարեն կարելի էր համայնքապետարանին պատկանող տարածքներից մեկում վարդ աճեցնել  և պետք եկած ժամանակ էլ դրանք օգտագործել: Իսկ ծաղիկների խնամքն էլ կարելի էր հանձնարարել գործազուրկներին ու դրա դիմաց նրանց աշխատավարձ տալ: Հիմա կասեք՝ համայնքապետարանը չի կարող նման գործերով զբաղվել:

Ճիշտ է, համայնքապետարանները դարձել են ժողովրդի գրպանից սնվող ինչ-որ անհասկանալի հիմնարկներ, որոնք հանրությանն օգուտ տալու փոխարեն համայնքային փողերի զգալի մասը ծախսում են՝ իրենց սպասարկող բենզին, ծաղիկ, «թիթեռ» և այլ մանր-մունր տասներորդական նշանակության ապրանքներ ձեռք բերելու, ոչ թե օրինակ՝ Աբովյան քաղաքի փողոցների և բակերի ասֆալտի վերանորոգման ու բակերի բարեկարգման վրա, որի համար, ի դեպ նույն համայնքում նախատեսվում է ընդամենը 96 000 դրամ գումար ծախսել:

Ստացվում է, որ չինովնիկների մի մեծ խումբ որևէ բարիք կամ ավելացված արժեք չստեղծելով ուղղակիորեն տեղավորվել են ժողովրդի վզին ու քանդված փողոցները վերանորոգելու, աղբահանության, լուսավորության հարցերը կարգավորելու փոխարեն զբաղված են սեփական կարիքների անվան տակ ծաղիկ-մաղիկի վրա ահռելի գումարներ ծախսելով: Դե դա փչացող ապրանք է ու գնելուց հետո հնարավոր չէ իմանալ, թե իրականում ինչ ծաղիկ գնվեց, ինչքանով և այլն:
