«Բիզնես-օմբուդսմենի» ինստիտուտի ստեղծման վերաբերյալ հայ գործարարները տարբեր կարծիքներ ունեն: Տնտեսագիտության դոկտոր, պրոֆեսոր Զոյա Թադևոսյանի կարծիքով չնայած բոլոր ոլորտներում էլ կարևոր է օմբուդսմենի ինստիտուտ ունենալը, սակայն ավելի կարևոր է, որ երկրում գործեն օրենքները և կառավարության անդամները պատասխանատվության զգացում ունենան ժողովրդի հանդեպ:

«Իրականում ցանկացած ոլորտում պետք է օմբուդսմեն ունենալ, որպեսզի չոտնահարվեն մարդկանց իրավունքները, բայց ես չգիտեմ, թե անընդհատ պետական միջոցները վատնելով ուր կհասնենք: Եվ արդյո՞ք այն չի դառնա հերթական չգործող և ձևական կառույցը, երբ մենք այսօր ունենք միջոցները խնայելու և եղածն արդյունավետ օգտագործելու կարիք»,- ասում է Զ. Թադևոսյանը:

Նրա կարծիքով, արդեն իսկ ունենք ձևավորված և գործող կառույցներ, որոնք կոչված են հանրային և պետական շահը պաշտպանել, իսկ նոր կառույցն, ամենայն հավանականությամբ, ավելի շատ պետք է իշխանություններին, որպեսզի պետական միջոցները կրկին կարողանան հաջողությամբ մսխել:

«Իմ կարծիքով, ավելի շուտ, «Բիզնես-օմբուդսմենի» ինստիտուտը յուրայիններին աշխատանքի տեղավորելու և բյուջեի գումարները փոշիացնելու խնդիր է փորձելու լուծել: Մենք այս պահին ունենք արդարության, արդարադատության և ժողովրդավարության հասատաման խնդիր, որոնք կարելի է վաղուց թաղված համարել: Եվ այս պարագայում ինչ հույսեր կարող ենք կապել նոր կառույցի հետ, երբ ժողովրդավարությունը տապալված է մեր երկրում»,- ասաց տնտեսագետը:

Զ. Թադևոսյանը համոզված է, որ նման նախաձեռություններն ավելի շատ ներքաղաքական խաղերի համար են կյանքի կոչվում: Եվ դրա հիմնական նպատակը ժողովրդի ուշադրությունը ինչ-որ խնդրով զբաղեցնելու, ու հիմնական խնդիրներից շեղելու համար է արվում: Բայց ներկա պայմաններում, երբ պետությունը բիզնեսի երաշխավորը չէ, նման կառույցները չեն կարող արդյունավետ աշխատել: Փոխարենը դրանք շատ արագ կլրացնեն եղած կիսատ-պռատ գործող կառույցների շարքերը, որոնք թեև վաղուց կան, բայց ձևական բնույթ են կրում:

«Եթե իշխանություններն այնպիսի խաղի կանոններ սահմանեն, որ չխախտվեն բիզնեսմենների իրավունքները, նրանց վրա լրացուցիչ հարկեր չդնեն, այնպիսի պայմաններ չստեղծեն, որ բիզնեսմենները ստիպված լինեն լքել երկիրը, նման կառույցներ ստեղծելու կարիք էլ չի լինի: Ինչ եք կարծում ինչո՞ւ  սփյուռքահայ շատ բիզնեսմեններ լքեցին մեր երկիրը: Կարծում եք, որ դրա պատճառը օմբուդսմեն չունենա՞լն էր: Իհարկե՝ ոչ: Եվ եթե այդ ինստիտուտի նախաձեռնողները փաստարկներ կներկայացնեն, որ դրա բացակայության պատճառով են բիզնմեսմենները լքել Հայաստանը, այդ ժամանակ ինձ կկարողանան համոզել, որ նոր կառույցը ինչ-որ տեղ կարող է իրավիճակ փոխել»,- ասաց Զ. Թադևոսյանը:
