Արտգործնախարարների պրոտոկոլային հանդիպումները հոգնեցրել են նաև համանախագահող երկրներին

Հայտնի է, որ սեպտեմբերի կեսերին Նյու Յորքում կայանալիք ՄԱԿ-ի գլխավոր ասամբլեայի նստաշրջանի ժամանակ Հայաստանի և Ադրբեջանի արտգործնախարարների հերթական հանդիպում է տեղի ունենալու: Ու թեև ՀՀ ԱԳՆ այդ մասին առանձնապես ոչինչ չի ասում, փոխարենը ՌԴ ԱԳՆ պաշտոնական ներկայացուցիչ Մարիա Զախարովան է փակագծերը բացում: Նախատեսվող հանդիպման մասին նա լրագրողներին հայտնել է, որ այդ թեմայով կարվի համապատասխան հայտարարություն: Իսկ թե ինչ բովանդակություն կունենա «համապատասխան հայտարարությունը»՝ դժվար չէ կռահել:

Օրերս Արտգործնախարար Էդվարդ Նալբանդյանը լրագրողներին ասաց, որ բանակցությունների թեմայով նոր հեծանիվ հայտնագործելու կարիք չկա՝ տողատակում նաև հասկացնելով, որ դրանից առանձնապես շատ բան սպասել պետք չէ: Բայց, այդ դեպքում հարց է ծագում, թե այդ պարագայում ում են պետք նման պրոտոկոլային հանդիպումներն ու հերթական ձեռքսեղմումները: Հարցերի հարցն էլ այն է, թե ընդհանրապես ինչու են հայոց իշխանությունները շարունակում բանակցել մի փաստաթղթի շուրջ, որտեղ միանգամից երկու իրար հակասող՝ ազգերի ինքնորոշման և տարածքային ամբողջականության սկզբունք կա:

Քաղաքագետների մի մասի կարծիքով այս երկու թեզերն իրար խիստ հակասող, բավականին կոնֆլիկտածին սկզբունքներ են և չեն կարող իրար կողքի դրվել: Մի մասի կարծիքով էլ, եթե հայոց իշխանություններն այնուամենայնիվ շարունակում են նման օրակագով առաջ շարժվել, ապա հայկական կողմը պետք է իր մեջ ուժ գտնի և Արցախի անկախությունը պաշտոնապես ճանաչելու հարց բարձրացնի, որին էլ արդեն կարող է հաջորդել տարածքային ամբողջականության մասին եզրույթի իրացման պրոսեսը:

Իսկ եթե նման քայլի ուժ չունենք, ուրեմն պետք է ամեն ինչ անենք, որ բանակցությունների օրակարգից «դուրս նետվի» տարածքային ամբողջականության մասին թեզը և առաջ շարժվենք միայն միջազգային պրակտիկայում հայտնի՝ ազգերի ինքնորոշման իրավունքն իրացնելով:

Եվ քանի դեռ Հայաստանի բարձր ղեկավարությունը դեռ չի հայտարարել, թե այս երկու տարբերակներից որպես բանակցային ապագայի սեփական տեսլական որն է ընտրելու, ուստի դժվար է պատկերացնել, թե ՄԱԿ-ում կամ այլ տեղում ընդհանրապես ինչի մասին են բանակցելու երկու երկրների արտաքին գերատեսչությունների ղեկավարները:

Ի դեպ, ԵԱՀԿ Մինասի խմբի համանախագահող երկրներից Ռուսաստանը ցանկացած առիթ օգտագործելով փորձում է ընդգծել իր առավելությունը և որևէ առիթ բաց չի թողնում իր երկրի ԱԳՆ-ի միջոցով Արցախյան կոնֆլիկտի կարգավորման մասին բավականին ուշագրավ հայտարարություններ անելու համար: Այս անգամ էլ օգտվելով ընձեռված հնարավորությունից, հերթական անգամ ընդգծելց, որ Ռուսաստանի համար արցախյան թեմայի հանդեպ հատուկ ուշադրություն կա և այն ռուսական կողմի արտաքին քաղաքականության առաջանահերթությունների թվում է:

Ու եթե Հայաստանի դաշնակցի համար արցախյան խնդրի կարգավորումն իսկապես արտաքին քաղաքական առաջնահերթությունների թվում է, ապա ինչու մեր իշխանությունները չեն օգտվում դրանից և ինչու են շարունակում բանակցել մի փաստաթղթի շուրջ, որը վաղուց իրեն սպառել է: Ստացվում է, որ ո՛չ նոր հեծանիվ ենք ուզում հայտնագործել, ո՛չ էլ հին ու ծակված անիվներով հեծանիվն ենք ուզում փոխել: Եվ հասկանալի էլ չէ, թե ինչու ենք համաձայնվում ծակ օրակարգով հերթական ներկա-բացակային մասնակցել՝ նկարվելո՞ւ թե իրար նոր անեկդոտ պատմելու համար:
