Սեպտեմբերին Նյու Յորքում ՄԱԿ գլխավոր ասամբլեայի շրջանակում նախատեսվում է Հայաստանի եւ Ադրբեջանի արտաքին գործերի նախարարների հանդիպումը: ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ռիչարդ Հոգլանդն Ամերիկայի ձայնին տված հարցազրույցում հայտարարել է հանդիպման օրակարգը՝ էսկալացիայի թուլացման քայլեր:

 

Որպես առաջին քայլ նա նշում է դիպուկահարների հետքաշումն առաջնագծից եւ հատուկ սարքավորումների տեղադրումը, իսկ հեռանկարում՝ ապառազմականացված գոտու ստեղծումը:

 

ԱՄՆ-ն տրամադրվա՞ծ է կողմերին հակամարտության երկարաժամկետ լուծման «պարտադրելու», թե այս փուլում համարում է, որ բավարար է սարքավորումների տեղադրումը եւ կողմերի տարանջատումը տարածաշրջանը բացելու նպատակով:

 

Ապրիլյան պատերազմից հետո Ալիեւը չի համաձայնվել հետաքննության մեխանիզմների տեղակայման առաջարկին: Չնայած մայիսին Վիեննայում հայտարարվել էր այդ հարցի համաձայնեցման մասին, այնուամենայնիվ Ադրբեջանը հայտարարեց, որ չի ստորագրել այդ համաձայնագիրը: Մեկ ամիս անց՝ հունիսին, Ալիեւը փորձեց արդեն օրակարգից հանել այս հարցը: Հետո Ադրբեջանն ուղիղ հայտարարեց, որ առանց հայկական զորքերի դուրսբերման մեխանիզմների ներդրումը նշանակում է ստատուս-քվոյի ճանաչում, ինչն իր համար անընդունելի է:

 

Այդուհանդերձ, անցած տարվա ընթացքում համանախագահները, անգամ Ռուսաստանը, բազմիցս պնդել են, որ մեխանիզմները պետք է ներդրվեն՝ չնայած միջոցներ չեն ձեռնարկել «ստիպելու» համար եւ չեն խոսել զորքերի դուրսբերման մասին: Այս տարիների ընթացքում Ադրբեջանը բազմիցս դիվերսիոն եւ այլ փորձեր է կատարել ինչպես Արցախի, այնպես էլ Հայաստանի հետ սահմանին՝ շարունակելով դիպուկահարների պատերազմը:

 

Հայկական կողմն էլ ձեռքերը ծալած չի նստել: Հայ զինվորականներն ու պաշտոնյաները հայտարարել են սահմանը ժամանակակից սարքավորումներով հագեցնելու մասին, որը թույլ է տալիս հետեւել հակառակորդի գործողություններին, իսկ Կոմանդոսը նշել է, որ սարքավորումներն ամերիկյան են: Հայկական զորքերը մի քանի անգամ կարողացել են կանխել դիվերսիոն ներթափանացման փորձերը, բացի այդ՝ Հայաստանը հայտարարել է կանխարգելիչ հարված հասցնելու, այդ թվում Իսկանդերներից, եւ անվտանգության գոտին ընդլայնելու պատրաստակամության մասին:

 

Այլ կերպ ասած, «տարածք կարգավիճակի դիմաց» եւ «տարածք խաղաղության դիմաց» սխեման չկա այլեւս, եւ դրա փոխարեն նոր սխեմա է առաջ քաշվել՝ «կամ հրադադարի ամրապնդում, կամ էլ անվտանգության գոտու ընդլայնում»:

 

Այն, որ ԵԱՀԿ Մինսկի խմբի համանախագահները չեն վիճարկում սխեմայի փոփոխութունը, առավել եւս պնդում են, որ «վստահությունն» ամրապնդվի, կարող է վկայել, որ դա ինչ-որ առումով ձեռնտու է նրանց: Իսկ դա նշանակում է, որ եթե նախկինում ավելի շատ «ճնշում» էր կիրառվում հայկական կողմի վրա, որին ստիպում էին դատարկ խոստումների դիմաց տարածքային զիջումների գնալ, ապա այժմ ճնշման տակ կարող է հայտնվել Ադրբեջանը, որին կարող են ստիպել ճանաչել ստատուս-քվոն:

 

Մամեդյարովը կհամաձայնվի՞ Նյու Յորքում պարտավորեցնող փաստաթուղթ ստորագել: Մինչ այժմ Ադրբեջանը հրաժարվում էր փաստաթղթերի ստորագրումից, իսկ ապրիլյան պատերազմից հետո փորձում է չեղարկել միակ ստորագրությունը, որը դրել է 1994 թվականի հրադադարի համաձայնագրի տակ: Այս փաստաթուղթը դեռ գործում է, իսկ հաջորդը չի կարող մակարդակով ավելի ցածր լինել:

 

Հատկանշական է, որ նախարարների հանդիպումը կայանալու է ՄԱԿ-ում: ԱՄՆ-ն մտադի՞ր է ՄԱԿ Անվտանգության խորհրդում որոշակի ընթացակարգ նախաձեռնել, որը կստիպի Ալիեւին համաձայնվել «վստահության միջոցառումներին»:
