Պատերազմի դեպքում Ադրբեջանին ուղղակի կպատժեն

ԵԱՀԿ Մինսկի խմբի ամերկացի համանախագահի հայտարարությամբ Ադրբեջանին  անուղղակի մեսիջ է տրվում, որ պատերազմն անթույլատրելի է: Այս մասին Lragir.am-ի հետ զրույցում ասաց Միջազգային և անվտանգության հարցերի հայկական ինստիտուտի ղեկավար Ստյոպա Սաֆարյանը:

Հիշեցնենք, որ ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ռիչարդ Հոգլանդը հայտարարել էր, որ ԼՂ հիմնախնդրի լուծման հարցում առաջին հերթին անհրաժեշտ է վստահության բարձրացումը, սահմանամերձ և շփման գոտիներից հանել դիպուկահարներին, ավելացնել միջազգային դիտորդների քանակը և հատուկ սարքավորումներ տեղադրել:

«Այս հայտարարությունն արվում է մի ժամանակաշրջանում, երբ երկու գործոն կա: Մեկն այն է, որ սեպտեմբերին ՄԱԿ-ի գլխավոր վեհաժողովի շրջանակներում նախատեսված է Հայաստանի ու Ադրբեջանի արտգործնախարարների հանդիպումը: Ես կարծում եմ, որ ամերիկացի համանախագահը փորձում է օրակարգ ձևավորել և մինչև  հանդիպումն ուղղակի ստուգել կողմերի ռեակցիաները, թե պատրա՞ստ են արդյոք այդ խնդիրների շուրջ զրուցել»,- ասաց Սաֆարյանը: Երկրորդ գործոնը, նրա խոսքով, այն անտեսանելի լարվածությունն է, որը կա սահմանին: Իրականում սխալ է ասել, թե շատ հանդարտ է վիճակը, ռիսկեր չկան: «Պետք է ի նկատի ունենալ, որ Ադրբեջանը սովորություն է դարձրել միջնորդների, միջազգային հանրության, նաև Հայաստանի վրա ճնշումներ բանեցնելու նպատակով հանդիպումներին նախորդող ժամանակաշրջանում լարվածության ստեղծումն ու միջադեպերի հրահրումը: Այս կտրվածքով այս երկու գործոնները բացատրում են, թե ինչու է ԱՄՆ համանախագահը այս պահին նման հայտարարություն անում»,- ասաց նա: Ըստ Սաֆարյանի՝ այս հայտարարությունը կարծես դառնում է թեստ, թե ովքեր են շահագրգռված այդ խնդիրներն օրակարգում տեսնելու հարցում:

«Ակնհայտորեն սա պետք է Ադրբեջանի համար նախազգուշացում լինի, եթե այդ երկիրը փորձի հրաժարվել օրակարգում առկա այդ որոշումների կատարումից և գնա իրավիճակի սրացմանը: Դիպուկահարների հետ կանչումը, հետաքննության մեխանիզմների ներդրումն ու մոնիթորինգի կարողությունների ընդլայնումը թերևս հարցեր են, որոնք մշտապես մերժվել են Ադրբեջանի կողմից: Եվ Աստրախանի, և Կազանի, և Վիեննայի հանդիպումներից հետո Ադրբեջանը մերժեց այդ որոշումների կատարումը: Եվ այս հայտարարությամբ նախ փորձ է արվում կառավարելի պահել իրավիճակը, միաժանակ Ադրբեջանին հասկացնել, որ միջազգային հանրությունը շահագրգռված է ոչ թե Ադրբեջանի իշխանությունների ինքնագործունեությամբ կամ էսկալացիայով, այլ ճիշտ հակառակը»,- նշեց նա:

Ըստ վերլուծաբանի՝ Ադրբեջանը հավուր պատշաճի պետք է կարդա ամերիկացի համանախագահի հայտարարությունը, որը նշանակում է՝ պատերազմ թույլատրված չէ, և միջադեպերը պետք է արժանի գնահատական ստանան:

«Եթե նույնիսկ հրադրարադի ռեժիմի խախտումների դեպքում է միջազգային հանրությունը պահանջում, որ վերահսկողության մեխանիզմ լինի, ակնհայտ է, որ պատերազմի դեպքում Ադրբեջանին ուղղակի կպատժեն: Եվ սա այն խորապատկերին, երբ Ադրբեջանն ընդհանրապես չի դադարել պատերազմի նախապատրաստությունները»,- ընդգծեց Սաֆարյանը:
