1 մլն-ի շանտաժով սպային համակարգում չես պահի. «Կոռնիձոր» ջոկատի հրամանատար

Բանակում պիտի կարգ ու կանոն հաստատվի, սպաների համար պետք է համակարգում մնալու համապատասխան պայմաններ ստեղծվեն ՝բնակարանային ապահովությունից մինչև խրախուսում. 1 մլն տույժով սպային համակարգում 20 տարի չես պահի:
Այս մասին Tert.am-ի հետ զրույցում ասաց ազատամարտիկ, «Կոռնիձոր» ջոկատի հրամանատար Արայիկ Խուդավերդյանը՝ անդրադառնալով Վազգեն Սարգսյանի անվան ռազմական համալսարանն ավարտած սպաների պայմանագրերում կատարված փոփոխությանը, ըստ որի՝ 20 տարվա պայմանագիր կնքելու պարագայում, եթե 10 տարին չլրացած հրաժարվում են ծառայությունից, տարեկան 250 000 դրամի փոխարեն վճարելու են 1 մլն դրամ:
«Ժողովրդի խոսքով ասած ՝ գնացող ձիուն չես պահի: Հետաքրքիր է, իսկ պայմանագրի մյուս կողմը, ռազմական ղեկավարությունը պահո՞ւմ է իր պարտավորությունները, սպան համակարգում իր իրավունքները պաշտպանվա՞ծ է համարում: Պայմանագիր պարտադրելով հայրենիք չեն պահում»,- շեշտեց նա:
Արայիկ Խուդավերդյանի խոսքով՝ եթե բանակում սպայական կազմի խնդիր առաջանա, ապա ստիպված են լինելու պայմանագրայինների քանակն ավելացնել, իսկ պայմանագրայինը, քաղաքացիական անձը կադրային սպայի հոգեբանություն չունի:
«Պետք է մատնանշել նաև այն, որ այսօր անգամ որակյալ սպայի խնդիր կա՝անկախ ստացած կրթությունից»,- նշեց Խուդավերդյանը:
Tert.am-ի հետ զրույցում իրավապաշտպան, ռազմական փորձագետ Ռուբեն Մարտիրոսյանը շեշտեց, որ պայմանագրի փոփոխությամբ զինծառայողներին պարզապես շանտաժ են անում համակարգում մնալու համար:
Ռուբեն Մարտիրոսյանը օրինակ բերեց 7 տարի առաջ բանակում մահացած լեյտենանտ Արտակ Նազարյանի դեպքը, ով ծառայության անցելուց կարճ ժամանակ անց փորձել էր հրաժարվել ծառայությունից, բայց նրա հետ բացատրական աշխատանքներ էին տարել, մնացել էր համակարգում:
«Նրան մի քանի անգամ գցել էին, զորամասում պարբերաբար գողացել էին նրա հսկողության տակ գտնվող մեքենայի բենզինը և ստիպել էին, որ աշխատավարձից վճարի ուրիշների կատարած գողության փոխարեն, 10 այլ սպաների հետ ևս այդպես էին վարվել»,-հիշեցրեց նա:
Իրավապաշտպանի դիտարկմամբ՝ ՊՆ-ն պարզապես իրավունք չունի իրավունքները ոտնահարված սպային տույժ-տուգանքով պարտադրել մնալ բանակում:
Հիշեցնենք, որ Tert.am-ը Պաշտպանության նախարարություն գրավոր հարցում էր ուղարկել հետևյալ հարցերով՝ ծառայությունից հրաժարվելուց հետո որքան գումար է վճարելու զինծառայողը՝ ըստ պայմանագրի, արդյոք փոփոխության ենթարկվե՞լ են պայմանագրերը և դրանցում առկա կետերը՝ ծառայությունից հրաժարվելու վերաբերյալ, արդյո՞ք 2007 թվականին և դրանից հետո կնքված պայմանագրերը չեղյալ են համարվում և կնքվում են նոր պայմանագրեր, և ինչ պատճառով:
Պաշտպանության նախարարությունից հայտնել էին, որ հարցման պատասխանը լրացուցիչ ժամանակ է պահանջում և պատասխան կտրվի 30 օրյա ժամկետում: Ժամկետի ավարտից հետո Tert.am-ը երկու անգամ նախարարությանը հայտնել է, որ հարցման պատասխանը չի ստացել, և կրկին խոստացել են պատասխանել:
