«Ոհմակը» ցրվեց. Սպասվում է դաժան պայքար

Նոր Սահմանադրության կապակցությամբ Սերժ Սարգսյանն իր ելույթներից մեկում ասել էր, թե մարդիկ չեն էլ պատկերացնում, թե ինչ փոփոխություններ են լինելու: Մարդիկ ասելով նա նկատի ուներ իշխող համակարգին, որն այդպիսով հայտնվել էր նոր իրավիճակում:
Խորհրդարանական կառավարմամբ իշխանությունն ապակենտրոնանում է, փոխվում է ներհամակարգային պայմանագրի բնույթն ու տրամաբանությունը: Ապրիլի 2-ի քվեարկությունը նոր սխեմայի փորձարկումն էր, երբ ընտրական գործընթացն «ապակենտրոնացվեց», դրվեց ներքին մրցակցության վրա ու այդպիսով հավաքվեց ՀՀԿ-ի բացարձակ մեծամասնությունը:
Նոր իշխանության ձեւավորումը եւս կատարվելու է այդ սխեմայով, որը կարելի էր համարել «ժողովրդավարական»՝ քանի որ հիմնված է ապակենտրոնացման ու մրցակցության վրա, սակայն իր բնույթով լիովին այլ գործընթաց է եւ ուղղված է տնտեսա-քաղաքական փակ համակարգը պահպանելուն:
Ներկայում քննարկվում է 2018-ի վարչապետի խնդիրը, սակայն քանի որ խոսքը փակ հակասահմանադրական համակարգի մասին է, այդ խնդիրը նոր իրավիճակում կորցնում է իր ակտուալությունը: Բանն այն է, որ նոր վարչապետի լիազորությունների հիմքը լինելու է ոչ թե Սահմանադրությունը, այլ ներհամակարգային դասավորությունն ու պայմանավորվածությունները: Եվ այստեղ առաջանում է մեծամասնության վերահսկողության հարցը՝ ոչ թե խորհրդարանում, այլ ՀՀԿ-ում մեծամասնության:
ՀՀԿ-ականներն ասում են, թե ով էլ լինի վարչապետը, իրենց առաջնորդը լինելու է Սերժ Սարգսյանը: Սերժ Սարգսյանը բոլորից լավ գիտե, թե ինչ է ՀՀԿ-ն. Նրանք հանուն իրենց դիրքերի ամեն ինչ կծախեն, ուր մնաց առաջնորդին: Ստեղծված իրավիճակում նա արդեն չէր կարող մնալ «հին ոգով» առաջնորդ, քանի որ չէր կարողանալու ապահովել համակարգի պահանջները:
Եվ նա գնաց «ոհմակը» ցրելու ճանապարհով՝ իրենից հեռացնելով կախվածությունն ու պարտավորությունները: Նա չի հայտնում իր հետագա ծրագրերի մասին, ընդ որում, որքան ձգում է այդ անորոշությունը, այնքան մեծանում է ներքին լարվածությունն ու մղում որոշակի քայլերի՝ նոր պայմանագրից դուրս չմնալու համար: Այդպիսով, նա փորձում է իրականացնել դասական սխեման՝ հեռանում է, որ մնա՝ իր համար ավելի շահեկան դիրքում եւ իր պայմաններով:
ՀՀԿ-ում երեւի սկսել են գիտակցել, «թե ինչ փոփոխություններ են լինելու», եւ դրա նախանշաններն արդեն երեւում են: Հիմա ոչ ոք երաշխիքներ չի տալիս, ինչպես ապրիլի 2-ի քվեարկությանը, եւ հարկ է ինքնուրույն լուծել սեփական խնդիրները: Սեղանին սեփականության ու արտոնությունների խնդիրն է, սպասվում է դաժան պայքար:
