Սեպտեմբերին կառավարության քննարկմանն է ներկայացվելու մինչեւ 2035 թվականը էներգետիկ զարգացման հայեցակարգը: Դրանում նշված է, որ մինչեւ 2036 թվականը Հայաստանում էլեկտրաէներգիայի գինը չի փոխվելու: Այս մասին այսօր կառավարության նիստի ժամանակ հայտնել է էներգետիկայի նախարար Աշոտ Մանուկյանը:

Այսպիսով, կառավարությունը վերջակետ է դնում էներգիայի ինքնարժեքի նվազեցման մտադրությունների եւ ծրագրերի, հետեւաբար՝ էլեկտրաէներգիայի սակագնի նվազման վրա:

Այդ ծրագրերի մասին խոսում էին այն բանից հետո, երբ ամերիկյան Կոնտուր գլոբալ ընկերությունը գնեց Որոտանի հիդրոկասկադը, որն արտադրում է Հայաստանի էլեկտրաէներգիայի 16%-ը: Բացի այդ, սակագնի նվազման հույսեր կային, երբ հայտարարվեց այլընտրանքային էներգետիկայի զարգացման եւ Հայաստանի էլեկտրաէներգիայի շուկայի ազատականացման մասին:

Անցած շաբաթ էներգետիկայի փոխնախարարը հայտարարել է, որ հաստատվել է էլեկտրաէներգիայի շուկայի ազատականացման գրաֆիկը: Այս գործընթացի իմաստը, ինչպես նշում են փորձագետները, նաեւ ինքնարժեքի եւ սակագների նվազումն է:

Այժմ կառավարությունը փաստացի հայտարարում է, որ անգամ ազատականացման եւ ինքնարժեքի նվազման դեպքում մինչեւ 2036 թվականը սակագինը չի փոխվելու: Ճիշտ է, դա պնդում են՝ ակնարկելով, որ սակագները կարող են բարձրանալ «արտաքին ռիսկերի» պատճառով, սակայն այս դեպքում հարկ էր հայեցակարգում կետ ներառել ոչ թե սակագնի փոփոխությունից, այլ դրա բարձրացումից հրաժարվելու մասին:

Ոչ ոք չգիտի, թե որ արտաքին ուժերն են փորձում բարձրացնել սակագները: Կառավարությունն էլ, ամենայն հավանականությամբ, ցանկանում է կանխել ոչ թե սակագնի բարձրացումը, այլ նվազումը:

Ստացվում է, որ եթե անգամ Որոտանի ՀԷԿ-ը կամ, օրինակ, փոքր ՀԷԿ-երը եւ ատոմակայանն էլեկտրաէներգիայի ինքնարժեքը նվազագույնի հասցնեն, դա չի ազդի ընդհանուր սակագնի վրա: Եթե անգամ 10 տարի անց անցում կատարվի էժան արեւային ու քամու էներգիայի, սակագները, միեւնույն է, չեն նվազի: Ներկայիս վարչապետին «հարազատ» Տաշիր ընկերությունը շարունակելու է գերշահույթ ստանալ, իսկ գազով էլեկտրաէներգիա արտադրող ՋԷԿ-երը շահութաբեր լինել, չնայած մեծ ծախսերին:

Փաստացի, էլեկտրաէներգիայի զարգացման նոր հայեցակարգն ուղղված է Տաշիր ընկերության մոնոպոլ իրավունքների պաշտպանությանը, ՋԷԿ-երի շահութաբերության ապահովմանը եւ Կոնտուր գլոբալի ներդրումների չեզոքացմանը: Դա կազդի եւ Կոնտուր գլոբալի, եւ ԱԷԿ-ի եւ այլ աղբյուրների մրցակցայնության վրա:

Ամենագլխավորն այն է, որ հայ սպառողները կորցնում են ավելի ցածր սակագնով վճարելու բնական իրավունքը, քան այն, որը հաստատում է Տաշիր ընկերությունը Հայաստանի կառավարության հետ միասին: Էլեկտրիկ Երեւանից երկու տարի անց հայ սպառողները, փաստացի, ստանում են էլեկտրաէներգիայի ֆիքսված բարձր սակագին:
