Պաշտպանի աջակցությամբ քաղաքացին ազատվել է պարտադիր ժամկետային զինվորական ծառայությունից

 ՀՀ մարդու իրավունքների պաշտպանին հասցեագրած դիմումով զինապարտ քաղաքացու հայրը խնդրել է Պաշտպանի աջակցությունն իր որդուն լրացուցիչ բժշկական հետազոտության ենթարկելու և պարտադիր ժամկետային զինվորական ծառայության պիտանելիության հարցը որոշելու հարցում: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմից, դիմումատուն տեղեկություններ է տրամադրել այն մասին, որ երեք տարբեր բժշկական կենտրոններում՝ այդ թվում Կենտրոնական կլինիկական զինվորական հոսպիտալում, կատարված հետազոտությամբ որդու մոտ հայտնաբերվել է գլխուղեղի ծավալային գոյացություն:

ՀՀ մարդու իրավունքների պաշտպանի աշխատակազմում սկսվել է քննարկման ընթացակարգ: Արդյունքում, ՀՀ պաշտպանության նախարարության հետ համատեղ աշխատանքի շնորհիվ ստացիոնար բժշկական հետազոտություն իրականացնելու և բուժումը կազմակերպելու նպատակով զինապարտն ընդունվել է զինվորական հոսպիտալ:

Իրականացված բոլոր անհրաժեշտ բժշկական հետազոտությունների և բժիշկ-մասնագետների կոնսուլտացիաներից հետո Պաշտպանության նախարարության կենտրոնական ռազմաբժշկական հանձնաժողովի որոշմամբ զինապարտը ճանաչվել է ոչ պիտանի զինվորական ծառայությանը և հաշվառվել պահեստազորում:

 

«Զինապարտության մասին» ՀՀ օրենքի 7-րդ հոդվածի համաձայն՝ բժշկական քննությունը պարտադիր անցկացնում են զինվորական կոմիսարիատների հանձնաժողովների բժիշկ մասնագետները` զինապարտների կցագրման, զորակոչի,զինվորական ծառայության անցնելու և վարժական հավաքի կանչվելու ժամանակ: Եթե տեղում հնարավոր չէ ստանալ քաղաքացու` զինվորական ծառայությանը պիտանի լինելու մասին բժշկական եզրակացություն, ապա տեղական զորակոչային հանձնաժողովը պարտավոր է նրան ուղարկել համապատասխան բժշկական հիմնարկ` բուժհետազոտում անցկացնելու, իսկ անհրաժեշտության դեպքում նաևբուժում իրականացնելու համար: Նշված դեպքերում զինապարտների բժշկական քննությունը և հետազոտումը կատարվում է առաջնահերթ և անվճար:
