Հայաստանը սկսել է իրավիճակի շտապ վերլուծություն

Տնտեսական զարգացման եւ ներդրումների նախարար Սուրեն Կարայանը կառավարության նիստից հետո լրագրողների հետ զրույցում նշել է, որ այժմ վերլուծում են, կանխատեսում են անում, թե ՌԴ դեմ ԱՄՆ նոր պատժամիջոցների հետեւանքով ինչ է սպասում Հայաստանին: Կարայանը հայտարարել է, թե քանի դեռ չկա արդյունք, ինքը չի ցանկանում խոսել որոշակի թվերի մասին:
Բայց ինչո՞վ է պայմանավորված տնտեսական զարգացման եւ ներդրումների նախարարության այդ շտապողականությունը: Դեռեւս հազիվ մեկ շաբաթ է անցել այն բանից, երբ ԱՄՆ նախագահ Թրամփը ստորագրեց դրանից էլ մեկ շաբաթ առաջ Կոնգրեսի ընդունած պատժամիջոցների մասին օրենքը: Իսկ դրանից առաջ էլ ընդամենը մի քանի շաբաթ էր, որ խոսվում էր դրա հավանականության մասին: Ինչու՞ շտապել եւ արդեն վերլուծել ու կանխատեսել, թե ինչ հետեւանք կարող է լինել Հայաստանի համար:
Ավելին, թող անցնի մի քանի շաբաթ էլ, եւ վերլուծել ու կանխատեսելու հարկ ընդհանրապես չի էլ լինի՝ հետեւանքները կամ կլինեն, եւ ըստ այդմ շատ ավելի կոնկրետ կիմացվի, թե ինչպիսին են դրանք Հայաստանի համար, կամ չեն լինի՝ եւ ըստ այդմ պարզ կլինի, որ Հայաստանի համար ՌԴ դեմ նոր պատժամիջոցը որեւէ հետեւանք էլ չունի:
Այնպես որ, տնտեսական զարգացման եւ ներդրումների նախարարությունը իզուր է անհամբերություն ցուցաբերել, պետք էր սպասել, եւ ժամանակը կտար հստակ պատասխան՝ կլինի հետեւանք, թե չի լինի:
Եթե լուրջ, ապա տնտեսական զարգացման եւ ներդրումների նախարարը պատժամիջոցների ուժի մեջ մտնելուց մեկ շաբաթ անց, նվազագույնը, արդեն պետք է ունենար հստակ պատասխանը հարցին, թե արդյոք կլինի Հայաստանի համար նոր հետեւանք, թե ոչ, կամ ինչպիսին կլինի այդ հետեւանքը:
Այն, որ ԱՄՆ պատրաստվում էր ՌԴ դեմ սահմանել նոր, արդեն օրենքի ուժով պատժամիջոց, առնվազն հրապարակավ հայտնի էր դեռեւս մի քանի ամիս առաջ: Ընդ որում, այդ պատժամիջոցների հեղինակների շարքում էին կոնգրեսականներ, որոնք Կոնգրեսում հայկական խմբի անդամներ են: Հետեւաբար, Հայաստանն ուներ ամենասկզբից իրավիճակին հետեւելու, որոշակի մանրամասների տեղեկանալու եւ վերլուծություն սկսելու հնարավորություն, այն էլ ոչ թե մեկ, այլ մի քանի սցենարային տարբերակներով:
Եվ երբ Կոնգրեսը ընդունեց պատժամիջոցների մասին օրենքը, ապա Հայաստանն առնվազն պետք է արդեն իսկ ունենար վերլուծությունների բավարար ծավալ, տարբերակներ, եւ ընդամենը պետք կլիներ արձանագրել, թե տարբերակներից որն է դառնում իրականություն՝ եթե ստորագրի փաթեթը ԱՄՆ նախագահը:
Բայց, պարզվում է, որ Հայաստանի տնտեսական զարգացման եւ ներդրումների նախարարությունն այժմ վերլուծում է, թե ինչ հետեւանք կունենա Հայաստանի համար ՌԴ դեմ նոր պատժամիջոցը:
Թեեւ, հարկ է գուցե եւս մեկ անգամ հստակեցնել՝ նախարարը նկատի ունի, որ վերլուծում են ՌԴ դեմ նո՞ր պատժամիջոցը, թե՞ այժմ վերլուծում են նրանք, որոնք ընդունվել են 2014 թ.:
