Տապակվել 42 և ավելի ջերմաստիճանի տա՞կ, թե՞ դադարեցնել աշխատանքները. «Իրավունք»

«ՀՀ ԱԻՆ Հիդրոմետ ծառայության օդերևութաբանության կենտրոնի պետ Գագիկ Սուրենյանն օրեր առաջ զգուշացրեց, որ օդի առավելագույն բարձր ջերմաստիճան կգրանցվի օգոստոսի 6-ին և 7-ին՝ հասնելով մինչև 41 աստիճանի, իսկ ցածրադիր վայրերում հնարավոր է նաև՝ 42 աստիճանի: Լեռնային գոտիներում և Լոռիում ջերմաստիճանը կլինի՝ 36, Տավուշի հովտային գոտիներում 39 աստիճան, Մեղրիում, Ագարակում նույնպես հնարավոր է դիտվի 41-42 աստիճան տաքություն: Թե արդյոք այսպիսի ջերմաստիճանի տակ ժամանակը չէ, որ Հայաստանն անցնի արտակարգ ռեժիմի և դադարեցնի աշխատանքները՝ խնայելով աշխատուժին, մանավանդ որ նման համակարգ գործում էր նաև խորհրդային տարիներին, «Իրավունքը» հետաքրքրվեց Հայաստանի գործատուների հանրապետական միության նախագահ Գագիկ Մակարյանից:
Եթե համեմատում ենք խորհրդային տարիների հետ, պետք է նաև արձանագրենք, որ հիմա մոտեցումը մի քիչ ուրիշ է: Այն ժամանակ Խորհրդային Միությունն էր պլանավորում ինչպես աշխատել, իսկ հիմա շուկայական հարաբերություններն ու բիզնեսն է որոշում: Միևնույն ժամանակ, նշենք, որ ոչ մի արտադրամասում, ոչ մի աշխատասենյակում 42 աստիճան ջերմաստիճան չկա: Այսինքն՝ պետք է հաշվի առնենք, որ դրսում թեպետ ջերմությունը 42 աստիճան է, բայց շենքերում, օֆիսներում, արտադրամասերում հովացնող սարքերի շնորհիվ երբեք 42 աստիճան չի լինում: Դրա համար հիմնականում աշխատանքները դադարեցնելու խնդիր չկա: Այս հարցը, թերևս, ավելի շատ վերաբերում է այն արտադրամասերին, որտեղ ջերմային պայմաններում մշակումներ են անում, բայց իրենք էլ ամառ-ձմեռ այդ պայմաններում աշխատում են ու դրա համար հավելյալ վճար են ստանում:
-Բայց չէ՞ որ մինչև աշխատանքի վայր հասնելը, արդեն իսկ աշխատողը գտնվում է 42 աստիճան ջերմաստիճանի տակ...
-Այդ տրամաբանությամբ՝ առաջին հերթին պետք է կանգնեցնենք տրանսպորտային միջոցների աշխատանքը: Թող մարդիկ միայն օգտվեն մետրոյից, որովհետև այնտեղ հով է, մնացած բոլոր տրանսպորտները, որոնք աշխատում են արևի տակ, հատկապես շոգ ժամերին պետք է չաշխատեն, որովհետև, օրինակ, Եվրոպայում, Վրաստանում և այլուր տրանսպորտում կա սառեցման համակարգ, իսկ Հայաստանում՝ ոչ: Մեզ մոտ գրեթե չկան ավտոբուսներ, երթուղային տաքսիներ, որոնք ունեն օդորակիչներ, անգամ սովորական տաքսիներում միշտ չէ, որ լինում են: Այսինքն՝ այնտեղ ջերմաստիճանը հաստատ կարող է 40 էլ լինել, 42-ից ավել էլ լինել: Իսկ ուղևորը կարող է վատ զգալ, ճնշում ունենալ, գիտակցությունը կորցնել: Բայց, եկեք ընդունենք, որ մեր տնտեսությունը, մեր միջավայրը պատրաստ չէ դրան, և այս թեման կտրուկ շոշափելը այդքան էլ տեղին չէ:
-Ամեն դեպքում, չե՞ կարծում, որ այս օրերին գոնե պետք է դադարեցվեն ճանապարհաշինության վրա և, ընդհանրապես, շինարարությամբ զբաղվող ընկերությունների աշխատանքները:
-Այս դեպքում, իհարկե, համաձայն եմ, որոնց համար պետք է բացառություն լինի, որովհետև նրանք աշխատում են հենց արևի տակ: Պատկերացրեք, որ արևի տակ պիկ ժամերին կլինի 50 և ավելի աստիճան ջերմություն: Դա շատ վտանգավոր է առողջությանը, ուստի՝ գործատուները նրանց կամ պետք է հավելյալ վճարեն, կամ այդ ժամերին դադարեցնեն աշխատանքները, կամ էլ արևի տակ, ուղղակի, չաշխատեն:
