«Հայոց աշխարհ»-ը ռուս-ամերիկյան վերջին սրացումների թեմայով զրուցել է  ՀՀԿ խորհրդա­րանական խմբակցության անդամ, «Եվրոպական ինտեգրացիա» հասարակական կազմակերպության նա­խագահ Կարեն Բեքարյանի հետ: Ներկայացնում ենք հատված:

-Ի՞նչ եք կարծում, մինչև երբ կարող է շարունակվել և ինչի՞ կարող է հանգեցնել ռուս-ամերիկյան փոխա­դարձ պատժամիջոցների այս պատերազմը. Ռուսաս­տանից  և Միացյալ Նահանգներից  հնչող հայտարարու­թյունները հիմք տալիս են ասելու, որ կողմերը պատ­րաստ են գնալու լարվածության թուլացման:

-Բարդ հարց է. այստեղ կանխատեսումներ անելը շատ դժվար է՝ ավելի ճիշտ կլինի հույս հայտնել, որ ինչ-որ պահի ողջամտությունը կգերակայի, և կողմերը կփորձեն միմյանց ընդառաջ քայլեր անել, ձևավորել փոխադարձ վստահության մթնոլորտ և համագործակ­ցության կամուրջներ ստեղծել:

Հակառակ դեպքում, եթե հակամարտու­թյունը շարունակվի, նոր դրսևորումներ ստանա, սա կարող է ցնցել աշխարհը, որովհետև գերտերությունների միջև նմանատիպ սրա­ցումներն անխուսափելիորեն իրենց անդրա­դարձն են ունենում թե' ընդհանուր աշխարհաքաղաքական միջավայրի, թե՛ տարածաշրջանային զարգացումների վրա:

-Այս ամենի մեջ մեզ, բնականաբար, նախ և առաջ հետաքրքրում է, թե ինչ ազդեցու­թյուն կունենա այս ամենը Հայաստանի և Ար­ցախյան հիմնախնդրի կարգավորման վրա՝ նկատի ունենալով, որ «հակամարտող կողմե­րից» երկուսն անմիջականորեն ներգրավված են Մինսկի խմբի գործընթացում:

-Նախ, տարանջատենք, հիմնախնդրի կարգավորման գործընթացի հետ կապված՝ երկու մոտեցում կարող է լինել: Մեկը՝ ըստ նախորդ տա­րիների փորձառության, եթե անդրադառնանք վերջին տարիներին, նախկինում էլ եղել են նման վիճակներ, սրացումներ ռուս-ամերիկյան հարաբերություններում, և ոչ մեկ անգամ, բայց այդ սրացումները չեն «պրոյեկտվել» Մինսկի խմբի համանախագահների համատեղ աշխատանքի վրա:

Ավելին՝ սա եղել է այն ձևաչափը, որտեղ կողմերը հաջողությամբ համագործակցել են, կարողացել են մի­ասին աշխատել՝ ի հեճուկս այլ հարցերում ունեցած տարաձայնությունների, և մենք դա ֆիքսել ենք: Այսինքն՝ փորձը ցույց է տալիս, որ այդպիսի «պրոյեկցիա», անմի­ջական ազդեցություն չի եղել:

Իսկ եթե հարցին մոտենանք զուտ տեսականորեն, իհարկե՝ այդ վտանգը չի կարելի բացառել, որպես այդ­պիսին: Տա Աստված, որ այս դեպքում էլ այդ ազդեցու­թյունը չլինի, այլապես դա կարող է շատ բացասական անդրադառնալ բանակցային գործընթացի վրա:
