«Առավոտ» թերթը գրում է.
«Հուլիսի 27-ին կայացած Տավուշի մարզխորհրդի նիստում մարզպետ Հովիկ Աբովյանը մարզի համայնքների ղեկավարներին հորդորեց օգտվել նրանց հասանելիք արձակուրդից: Նա ասաց՝ համայնքի ղեկավարներ կան, որոնք տարիներ շարունակ արձակուրդ չեն գնում, եւ հավելեց. «Հետո գալիս է մի պահ, որ խնդիր է առաջանում, գործող համայնքի ղեկավարը չի վերընտրվում, համայնքի նոր ղեկավարը գալիս է, նստում աշխատանքի, մեկ էլ ասում են՝ գիտեք, իր հաշվարկներն արել ենք, միայն արձակուրդայինը 7 միլիոն դրամ է, որը բյուջեի վրա խիստ ազդեցություն է ունենում»:
Հովիկ Աբովյանն ասաց, որ այդ խնդիրը կար Դիլիջանի տարածաշրջանի համայնքների խոշորացման ժամանակ, համայնքների ղեկավարներ կային, ովքեր 5-6 տարի արձակուրդ չէին գնացել: Մարզպետի խոսքով՝ նախկին համայնքապետերի այդ բացթողումը նորընտիր համայնքապետերին «նեղություն է տվել»: Նա հայտնեց, որ իր տեղեկություններով՝ կառավարությունում նախագիծ է քննարկվում, որ-պեսզի վճարվեն ոչ թե բոլոր տարիների, այլ միայն վերջին 3 տարիների չօգտված արձակուրդի գումարները: Հովիկ Աբովյանն ասաց, որ ամառը հանգստի սեզոն է, նա համայնքապետերին հորդորեց հիմա արձակուրդից օգտվել, որպեսզի դրանից հետո նրանք ավելի արդյունավետ աշխատեն»:
