«Հրապարակ» թերթը գրում է.

«Ընդամենը վերջերս՝ 2017-ի մայիսին, Փրկարար ծառայության պետի տեղակալ նշանակված Կարապետ Հրաչիկի Մարգարյանը 1992-2014թթ. աշխատել է զինված ուժերում՝ որպես զորամասի շտաբի պետ, հրամանատար: Ապա տեղափոխվել է ԱԻՆ՝ զբաղեցնելով Փրկարար ծառայության կադրերի վարչության պետի տեղակալի, քաղաքացիական պաշտպանության վարչության պետի տեղակալ-քաղաքացիական պաշտպանության ուժերի հավաքական կենտրոնի պետի պաշտոնը:

Դավիթ Տոնոյանի նախարար նշանակվելուց հետո նշանակվել է ԱԻՆ ՓԾ քաղաքացիական պաշտպանության վարչության պետ և այդ պաշտոնում աշխատել 2017թ. փետրվարից մինչև մայիս, ապա անմիջապես նշանակվել է ԱԻՆ փրկարար ծառայության տնօրենի տեղակալ: ԱԻՆ-ում թռիչքային առաջընթաց ապրած Կարապետ Մարգարյանը, սակայն, պարզվում է, դատվել է, այն էլ՝ ծանր հոդվածով՝ ՊՆ-ին 9 մլն 793 հազար 834 ՀՀ դրամի նյութական վնաս պատճառելու համար:

2015թ. Արաբկիր և Քանաքեռ-Զեյթուն ընդհանուր իրավասության դատարանում է քննվել այդ գործը, որի շրջանակներում մեղադրանք է առաջադրվել զորամասի հրամանատար, գնդապետ Կարապետ Հրաչիկի Մարգարյանին, ով մի խումբ ՊՆ աշխատակիցների հետ 2010թ. ապրիլի 6-ից մինչև 2013թ. օգոստոսի 3-ն ընկած ժամանակահատվածում զորամասին  ամրակցված ավտոմեքենաների վերաբերյալ լրացված ուղեգրերում հավելագրումներ կատարելու եղանակով դուրս է գրել զորամասին հատկացված 1.656 529,74 ՀՀ դրամ արժողությամբ 4.608,84 լիտր դիզվառելիք և 8.137.304,54 ՀՀ դրամ արժողությամբ 19.983,91 լիտր ռեգուլյար տեսակի ավտոբենզին: Բանակից կատարված գողության համար նա մեղավոր է ճանաչվել ՀՀ քրեական օրենսգրքի 179 հոդվածի 3-րդ մասի 1-ին կետով և դատապարտվել ազատազրկման  5,5 տարի ժամկետով, սակայն, չգիտես ինչու՝ առանց գույքի բռնագրվման»:
