Թուրքիայի մեջլիսում ընդունվել է «ցեղասպանություն» եզրույթն արգելող օրենքների փաթեթը

Թուրքիայի Ազգային մեծ ժողովն ընդունել է մեջլիսի ներքին կանոնակարգում փոփոխություններ նախատեսող օրենքների փաթեթը, որով այսուհետ արգելվելու է մեջլիսի ամբիոնի մոտից բարձրաձայնել Հայոց ցեղասպանության մասին: Այս մասին հայտնում է Diken-ը:

Օրենքների փաթեթին կողմ են քվեարկել իշխող «Արդարություն և զարգացում» կուսակցությունը և դրա հետ համագործակցող «Ազգայնական շարժում» կուսակցությունը: Ընդդիմադիր քեմալական Հանրապետական ժողովրդական կուսակցությունն ու քրդամետ Ժողովուրդների դեմոկրատական կուսակցությունը դեմ են քվեարկել փոփոխություններին:

Թուրքիայի մեջլիսում ընդունված օրենքների փաթեթը ենթադրում է պատիժ սահմանել այն պատգամավորների համար, ովքեր կվիրավորեն «թուրք ազգի պատմությունն ու համատեղ անցյալը»: Որպես «վիրավորանք» են ընկալվելու «1915 թվականի դեպքերի մասին» խոսելիս «Հայոց ցեղասպանություն» եզրույթի կիրառումը: Արգելքը վերաբերելու է նաև մեջլիսի ամբիոնից «Քուրդիստան», «քրդական նահանգներ» եզրույթները հնչեցնելուն:

Ըստ փոփոխությունների՝ մեջլիսի ամբիոնի մոտ պատգամավորների խոսելու ժամանակը 10 րոպեից իջեցվելու է երեք րոպեի: Այն պատգամավորները, ովքեր ընտրվելուց հետո մեջլիսում չեն երդվի, չեն կարողանա օգտվել իրենց իրավունքներից: Պատգամավորներին արգելվելու է մեջլիս բերել տարբեր գրություններով ցուցանակներ կամ պաստառներ:

Օրենքը խախտող պատգամավորներին նախատեսվում է ժամանակավոր հեռացնել մեջլիսի աշխատանքներից, ինչպես նաև պահել աշխատավարձի 1/3-ը, որը կազմում է մոր 12 հազար թուրքական լիրա (ավելի քան 3 հազար ԱՄՆ դոլար):

Քեմալական Հանրապետական ժողովրդական կուսակցությունն ու քրդամետ Ժողովուրդների դեմոկրատական կուսակցությունն ի սկզբանե դեմ են հանդես եկել այս փոփոխություններին: Քրդամետ կուսակցությունից հայ պատգամավոր Գարո Փայլանը, ով 2017 թվականին պատժվել էր մեջլիսում Հայոց ցեղասպանության մասին խոսելու համար, փոփոխությունների առաջարկն անվանել է «ԱԶԿ-ԱՇԿ ազգայնական ավտորիտար կոալիցիայի առաջարկ»:

Օրենքների փաթեթը քննադատել էր նաև քեմալական կուսակցության հայ պատգամավոր Սելինա Դողանը՝ նշելով, որ դրանցով պարզապես փորձ է արվում մեջլիսում լռեցնել ազգային փոքրամասնությունների ձայնը: «Անկասկած, ոչ ոք չպետք է և չի վիրավորի թուրք ժողովրդի պատմությունն ու համատեղ անցյալը: Սակայն ի՞նչ կասեք մյուս ազգերի համար: Օրինակ հայ ժողովրդի պատմությունը կարելի՞ է վիրավորել»,- ասել էր պատգամավորը:

Գարո Փայլանը 2017 թվականի հունվարի 13-ին սահմանադրական փոփոխությունների առաջարկի քննարկման ժամանակ «ցեղասպանություն» եզրույթը կիրառելու պատճառով իշխող «Արդարություն և զարգացում» և ընդդիմադիր «Ազգայնական շարժում» կուսակցությունների կողմից խիստ արձագանքի էր հանդիպել: Նրանից պահանջել էին հրաժարվել «ցեղասպանություն» բառից: Այն բանից հետո, ինչ Փայլանը հրաժարվել էր դա անել, նրան 3 նիստից հեռացնելու մասին որոշում էր կայացվել, իսկ նրա խոսքերը հանվել էին մեջլիսի արձանագրություններից:
