Գյումրիում ընթացքի մեջ է բնակարանների գնման վկայագիր պետական ծրագրի վերջին փուլը

 Գյումրիում ընթացքի մեջ է բնակարանների գնման վկայագիր պետական ծրագիրը: Ծրագրի վերջին փուլով վկայագիր տրամադրվելու էր շահառու ճանաչված 84 ընտանիքի: Այդ նպատակի համար ՀՀ պետական բյուջեից հատկացված էր մոտ 547 մլն դրամ: «Բոլոր վկայագրերը տրամադրվել են շահառու ընտանիքներն, բացառությամբ 1 ընտանիքի, որ բացակայում է հանրապետությունից և չի ներկայացել վկայագիր ստանալու: Այդ 83 ընտանիքից 26 արդեն իսկ ձեռք է բերել բնակարան, ստացել է գումարները և ապամոնտաժել տնակները՝ ստանալով գումարի 40 տոկոսը նույնպես»,- «Արմենպրես»-ին տեղեկացրեց Շիրակի մարզպետարանի քաղաքաշինության վարչության պետ Ալբերտ Մարգարյանը:

Ըստ ծրագրի նախապայմանի՝ գումարը միանգամից չի տրամադրվում բնակչին , այլ միայն 60 տոկոսը, իսկ մնացածն այն ժամանակ, երբ բնակիչը համապատասխան փաստաթուղթ ներկայացնի տնակի ապամոնտաժման մասին: Այս կերպ, կառավարությունը լուծում է երկու խնդիր՝ անօթևանների բնակարանային և քաղաքը տնակներից ազատելու:

Գործընթացն ավարտվելու է նոյեմբերի 25-ին: «Հույս ունենք, որ այս տարի ևս, ինչպես նախորդ տարի, բոլոր շահառուները ձեռք կբերեն բնակարաններ և 100 տոկոսով վկայագրերը կիրացվեն»,-ավելացրեց Ալբերտ Մարգարյանը:

Սրանով ՀՀ կառավարությունը ավարտում է բնակարանի գնման վկայագիր ծրագիրը Գյումրիում, սակայն, ամեն դեպքում, անօթևանների հարցը այսքանով ավարտված չի կարելի համարել: «Գյումրի քաղաքում 2008 թվականին հաշվառված էին երկրաշարժից անօթևան 4274 ընտանիք, նրանցից ծրագիրն իրականացվեց 4000 ընտանիքի համար՝ միայն բազմաբնական բնակելի շենքերի: Ծրագիր չընդգրկվեցին 1 սենյականոց բնակարանների փոխհատուցման համար հերթագրված քաղաքացիները, նրանց թիվը 148 ընտանիք էր. նրանք արդեն իսկ ստացել էին համարժեք բնակարաններ: Չդիտարկվեց նաև սեփական տուն կորցրած ընտանիքների հարցը՝ 98 ընտանիք, բայց հույս ունենք, որ առաջիկայում այս ընտանիքների խնդիրը կդիտարկվի, քանի որ մինչև 2008 թվականը բոլորը Գյումրիում հավասար պայմաններում էին՝ և բազմաբնական շենքերի, և սեփական սեկտորի, իսկ այս ծրագրում որոշվեց նրանց չանդրադառնալ: Կան նաև ընտանիքներ, որոնք շահառու չեն դիտարկվել ու տարբեր պատճառներով չեն կարողացել մասնակցել ծրագրին կա՛մ թերի փաստաթղթերի, կա՛մ հանրապետությունից բացակայելու, կա՛մ ընտանեկան վեճեր են ունեցել. նմանատիպ մոտ 750-800 ընտանիք չի դիտարկվել որպես ծրագրի շահառու, կամ նրանց գործը մերժվել է, սրանք բոլորը երկրաշարժից անօթևան քաղաքացիներն են»,-նշեց Ալբերտ Մարգարյանը:

Գյումրիում, բացի այս, շուրջ 2 հազար ընտանիք բնակվում է ժամանակավոր կացարաններում, բայց երկրաշարժից անօթևան չեն, կամ կորցրել են իրենց իրավասությունը որպես անօթևան ընտանիք: Նրանց հարցը, բնականաբար, այս ծրագրով չի դիտարկվում: Նրանց խնդիրը փորձում են լուծել հասարակական և բարեգործական կազմակերպություննրերը:
